Former CIA analyst Ray McGovern has insisted that only a metanoia—a 180- degree spiritual “bootlegger’s turn” away from a self-defeating, self-destructive indifference to promoting the General Welfare of people all over the world—can preserve any nation, including the declining United States. In times of pandemic, this should be clear. This could be done, for example, in consultation with the CIS nations addressed last week by Vladimir Putin, by re-directing the world’s military capabilities to the task of saving millions now threatened with death by famine and by infectious, possibly species-threatening diseases. We could ensure a moral upshift in international relations through establishing a world health platform that reverses the medical apartheid of the past two years (and more) and establishes a world “public sanitation” policy as recently discussed by Russian head of the Federal Service for Supervision of Consumer Rights Protection and Human Welfare, effectively Chief Sanitary Physician, Anna Popova, and as continually discussed by Dr. Jocelyn Elders and Helga Zepp-LaRouche. The stakes are higher than at any time in human history.Now that spokesmen from Russia and China have described their respective roles in securing the recent P-5 re-statement of the 1986 “Reagan/Gorbachev Resolution” that “a nuclear war cannot be won and must never be fought (see slugs), what can be done to cause the United States and the trans-Atlantic world to honor that premise? We know, that refuting the presently publicly stated”confront Russia" outlook on Ukraine, as espoused by the Atlantic Council and others, requires an affirmative response to the Russian proposal that the decades-earlier broken promises of NATO and the United States, concerning “no NATO expansion eastward,” now be guaranteed in writing. Given the undeniable record of the United States and Europe in not only breaking their strategic promises, but also “restructuring”—i.e. looting and depopulating—Russia for several years in the 1990s through predatory financial “shock therapy,” that doesn’t seem a lot to ask. We can be sure that the true gravity of the present circumstance has been registered in several, even many, national capitals. It may even begin to episodically puncture the media curtain now drawn around the truth; but if so, that will largely be our own doing, in collaboration with institutions that aid that effort. At home, however, the “Prompt Global Strike” and related “Beyond MAD” digital knuckledraggers of the “Silicon(e) Valley Department of Defense” have, at best, an outdated, post-imperial, Bertrand Russell-like view of “how to handle Russia and China.” In this era of political correctness, they wouldn’t dare say it this way, but in a 1952 interview, on or about his 80th birthday, which can be viewed on YouTube, Bertrand Russel opined," It’s very difficult for anybody born since 1914, to realize how profoundly different the world is now from what it was when I was a child…. A world where ancient empires vanish like morning mist… We have to accustom ourselves to Asiatic-self assertion…It is an extraordinarily difficult thing for an old man to live in such a world." Answering the question as to what part “Asia” would play in the near future, Russell said, “Well, Asia… is not prepared any longer to be subservient to the white man. It hasn’t noticed that Russians are white. If it had, it would take a different line. But it seems to think that Russians are yellow, or black, or some other color. And I think our propaganda ought to be mainly devoted only to saying, Russians also are white. I believe that would be the effective propaganda to use in Asia… if Asia does not overwhelm the rest of the world with a vast flood of population and poverty, Asia must live up to its responsibilities. It must learn the sort of things that we have learned in the West, which is how to maintain a roughly stationary [level] of population…” The Malthusian premise luridly on display then, wears the modest garb of “climate change” today, but it still has Bertrand Russell’s face. Hence, the surprise, panic, and shock now being expressed among “policy-making circles” that have awakened to realize that the China-Russia alliance is real. Yet, out of their depraved indifference to American history, Illiterates are referring to this as “the greatest challenge ever to American power.” They would be horrified to realize that it is precisely this China-Russia alliance, together with the United States, that Abraham Lincoln, Czar Alexander I, Dimitri Medelyev, Ansom Burlingame, Wharton Barker, and the Self-Strengthening Movement of China worked to create in the Nineteenth Century, expressed in the Trans-Continental, Trans-Siberian, and Sun Yat-Sen China national railway designs. It is neither “communist,” nor “capitalist.” It is the transformed physical economy, first called the American System, later transferred to Europe and the world by the German-American economist Friedrich List, and then recently completely revolutionized by Lyndon LaRouche and his discoveries, that is, as of now, more studied, appreciated, and understood in Russia, China, and some other countries than in the United States itself. LaRouche is the only American statesman in the last half-century to offer an advanced conception of American strategic policy, one diametrically opposed to British Liberal-Imperialist Bertrand Russell and his intellectual tradition. Perhaps, in this year of LaRouche’s centenary, several nations and institutions will see fit to discuss this “best kept secret.” LaRouche proceeded in his strategic policy designs from the vantage point of physical economy, as invented by the 26-year-old genius Gottfried Leibniz in his essay “Society and Economy.” Through a series of books and lectures, as well as through his eight United States Presidential campaigns, LaRouche insisted that strategy, as well as political action, must proceed from a philosophical method of a particular type. LaRouche identified that method with the person of Socrates, and the politically-suppressed writings of Socrates’ student Plato and Plato’s School of Athens. In his introduction to the LaRouche organization’s polemically authentic translation of Plato’s Timaeus dialogue, “Plato and the New Political Science,” LaRouche wrote: “Contrary to the myth of Plato the merely contemplative speculator, Plato was the leader of the most active and far-flung political intelligence operations organization of the city-builders faction of the fourth century BC…. Platonic ideas, properly so termed, take as their subject the characteristic features of the mental processes by which hypotheses concerning empirical scientific knowledge are formed. It is therefore such Platonic ideas which rightly appear very modern to informed readers today…. It is only by methods of composition which force the reader’s attention away from primary emphasis on prosaic facts of the ephemeral here and now that the reader’s attention is directed to the relatively transfinite, subsuming successive transformations of knowledge in the ephemeral here and now. We, today, must pursue the same method if we are to arrive, at last, at abstraction of sets of principles which account for the ordered course of the history of civilization in the past, and into the future. “Here is the practical importance of historiography to every citizen, whether a public official or an individual man or woman lacking any conspicuous status in public affairs. What we do—or fail to do—in the present, in our here and now, determines how we and others shall live in our own personal future and in the future of our posterity.” Bertrand Russell’s view of Plato was… somewhat different. “For a time I found a certain satisfaction in the Platonic eternal world of ideas, which has a sort of religious flavor. It gave me a certain satisfaction. But then I came to the conclusion that that was nonsense. And then I was left without any satisfaction with it… And remain so….” This “higher manifold” of intelligence warfare is the real domain of the ongoing strategic discussions of today. The disadvantage for Americans is that Bertrand Russell’s “liberal imperialist” outlook is more popular in the State Department and other institutions than is that of Lyndon LaRouche. As a consequence, until the seminal role of Lyndon LaRouche is at least acknowledged in terms of his role in the strategic dialogue with Russia and China over the past 40 years, even on matters of basic historiography, let alone grand strategy, America is doomed, when it comes to matters of grand strategy, to repeat the same self-defeating mistakes over and over, starting with the axiom that “Great Britain/Iago is America’s/Othello’s closest ally.” It is our job to induce a metanoia, a moral “bootlegger’s turn,” including through the evolving pandemic, and the crime against humanity unfolding in Afghanistan, to give the trans-Atlantic world back the moral fitness to survive.

The White House announced a series of sanctions against Russia today, the gravest of which—because of what it portends—is an attack on Russia’s ability to issue ruble-denominated debt, with the stated purpose of triggering massive capital flight and wreaking havoc on the Russian economy.By prohibiting American companies and financial institutions from purchasing ruble- denominated public debt as of June 14, 2021, a Senior Administration Official briefed the press on background today, the U.S. intends to provoke “a negative feedback loop”: “This is the main market that funds the Russian government… Removing U.S. investors as buyers in this market can create a broader chilling effect that raises Russia’s borrowing costs, along with capital flight and a weaker currency. And all of these forces have a material impact on Russia’s growth and inflation outcomes.” Biden justified the measures, which included the expulsion of ten diplomats and other sanctions, by “declaring a national emergency with respect to the unusual and extraordinary threat to the national security, foreign policy, and economy of the United States” purportedly posed by Russia. His Executive Order also threatens to impose additional measures in the future: “We are prepared, going forward, to impose substantial and lasting costs” on Russia if they do not behave as they are told. Russian Foreign Ministry Spokeswoman Maria Zakharova responded to the measures: “We have repeatedly warned the United States about the consequences of their hostile steps, which are increasing the confrontation between our countries to dangerous levels.” She also noted that such U.S. actions bring into doubt “the practicability of the use of the dollar and the reliability of Western-controlled payment systems,” according to an account in Sputnik. On April 11, Russian Foreign Minister Sergei Lavrov had told IRNA press agency that, in light of the killer economic sanctions being imposed on countries like Syria, Yemen, Iran and Venezuela, Russia would be “stepping up efforts to reduce risks associated with sanctions,” and that “gradual steps should be taken to move towards de-dollarization.” Biden’s moves today could well accelerate the process of the BRICS and associated countries moving to dump the dollar altogether in self defense, possibly detonating the entire trans-Atlantic financial system. The big winner of a combined blowout of the financial system and war-like confrontation between the United States and Russia, and between the U.S. and China, would be the British Empire. The Ukraine and Taiwan provocations against Russia and China, respectively, continue to create the grave danger of military confrontation as well. Add to that the worsening pandemic and the famine threatening hundreds of millions, and we have what Helga Zepp-LaRouche has referred to as a civilizational crisis of an unprecedented nature. To wake up the world to that danger, to shake people out of the moral indifference which breeds pessimism and inaction, Zepp-LaRouche and the Schiller Institute today issued an “Urgent Call to Stop the Genocide in Syria and Yemen; The Moral Collapse of the Western System Cries Out for a New Paradigm.”

Anyone who is not sleep-walking is aware that madness has taken over strategic planners in the trans-Atlantic region. The major Western banking system, squatting on trillions of dollars printed up by subservient governments to keep them afloat, is not investing in anything productive, and has declared that it is cutting off credit to fossil fuels and carbon-emitting industry and agriculture to “save the planet,” while killing off much of the human population. The Biden administration has declared Russia and China to be “existential” threats, while also declaring that nuclear war is no longer “unlikely,” but has become “likely.” NATO is moving into military positions directly on the Russian and Chinese borders. Presidents Vladimir Putin and Xi Jinping are declaring that they want global cooperation, but also assert that NATO is crossing several well defined “red lines,” challenging their sovereignty, and forcing them to prepare for war. It could not be clearer that the world is on the brink of a thermonuclear holocaust.But the reality is that many people—even most people—are sleepwalking. There are signs that the level of economic and strategic insanity is so great that some people are beginning to throw away their delusions, recognizing that the evil is taking place in their name, by their governments, and an “anti-Malthusian” movement is emerging, to save mankind from its own folly. The Schiller Institute and The LaRouche Organization are the primary organizing force for that critical effort, and are holding a conference of leading speakers from around the world on May 8, under the title in the headline of this report, which all people of good will should register and attend. The fundamental question, then, is, how to wake up the sleepwalkers, to get people to consider their purpose on Earth, to create a force capable of stopping the holocaust and building a new paradigm for mankind, based on Classical scientific and cultural ideas. Helga Zepp-LaRouche, speaking to The LaRouche Organization Manhattan Project town hall on May 1, addressed this directly: “I personally think that this question of the indifference; that people have lost the ability to react—maybe because people are demoralized, maybe because people think you can’t do anything about it anyway, what can I do as an individual. But I think there is a deeper cultural question. I want to refer to something which my late husband Lyndon LaRouche has said many times; namely, that he was convinced that the only way humanity would get out of this crisis would be if a large enough number of people would regain an ability to think in a Classical way. That sounds like a very far-fetched and far-off possibility, because most people today don’t even have a clear idea what Classical means. They think Classical means the Beatles or the Rolling Stones or something like that. But it is, in my view, one of the most important questions; to regain a knowledge of what scientific thinking and Classical thinking in art really is. Because otherwise you are in the situation where opinion reigns, and in a liberal world every opinion is as good as the other one, and therefore you end in a complete chaos and non-action. “I want to very briefly look at something which may be a little bit not your daily thinking. But I want to say that the West in general is clearly in a moral crisis. If you look at the suicide rates of young people, if you look at the drug addiction, if you look at the number of people dying by violence, mass shootings. The fact that we tolerate so many things, that we don’t have an impulse to try to make the world better. Many people may debate what I’m saying, but I do think that the most important underlying axiomatic problem is that we have a moral collapse. There are some people who know that, and we are talking to them. But the question people should ask themselves is, how did we get here? What was the process of undermining the beautiful principles of the American Revolution, of the American Constitution? Given the fact that we in Germany have had the horrible experience of plunging from the absolute height of Classical culture, of the Classical period between Bach and Mozart, to Beethoven, Schubert, Schuman, Schiller, Humboldt. We in Germany had a Classical period which expressed the highest conception of humanity in terms of universal history…. So, the question naturally is, how was it possible that such a very high culture could plunge into the depths of the 12 years of National Socialism? Obviously, this is a very complex question, and many factors went into it. For example, in this same period, the German Classical period and the American Revolution happened almost at the same time…. “What they did when the German Classical thinkers—everybody from Winckelmann to Schiller to Lessing to Goethe—they had revived the ancient Classical tradition. Like the Italian Renaissance, they went back to the highest forms of thinking of philosophy, of culture, which had existed before, and they tried to reconstruct the idea that the truthful beauty and the good are actually a unity. Art is only art when it is beautiful, and when it serves the good, and when it’s truthful. All of these elements have to come together. “What the Romantic poets did was, they immediately replaced this return to the Classical period of Greece to turning to the Middle Ages. They glorified the Middle Ages, and they replaced the Greek reference with the Nordic myths, the Nibelungen saga, Parsifal, Lohengrin, Tristan and Isolde, and some of you may recognize that these were also the subjects which were then used by Wagner for his compositions. He was getting very close to the National Socialists. They started to turn all the notions of the Classical period and softened them…. “And while I don’t want to go into all of these people’s work in detail, they were crazy! If you read their novels, they all are schizophrenic, the behavior of people who have fantasies, who have death wishes, dreaming, who want to turn the day into the dream, and everything should vanish into some fantasy…. “So, the challenge today is how can we rediscover our humanity, so that we are able to cope with this incredible strategic situation? In that sense, dealing with Classical art is not a waste of time or a deviation. Let us not be persuaded by the clamor that beats about the ears of the credulous being taken in by the antics of the Biden climate summit. Beneath that rancorous din, can be heard the low drumbeat of war. Take the comments yesterday of United States Secretary of Defense Lloyd Austin at the summit: “Today, no nation can find lasting security without addressing the climate crisis…. Climate change is making the world more unsafe and we need to act…. The climate crisis is a profoundly destabilizing force for our world. As the Arctic melts, competition for resources and influence in the region increases. Closer to the Equator, rising temperatures and more frequent and intense extreme weather events in Africa and Central America threaten millions with drought, hunger, and displacement.” This is a restatement of the 1974 National Security Study Memorandum-200 policy, called “Implications of Worldwide Population Growth for U.S. Security and Overseas Interests.”Indian Minister of Power, New and Renewable Energy Raj Kumar Singh on March 31 framed the counter-argument when he stated: “You have 800 million African people who do not have access to electricity. We (India) will achieve whatever has to be achieved because we get investments. What about those (African) countries?” Though a memorandum of understanding promoting the Biden climate agenda was signed between the United States and India, the truth about the Great Reset’s depopulation agenda is well known to India. When we see the resistance to Russian and Chinese presence in Central Africa from the French, British and the United States, the use of Islamic-label terrorist networks to shut down Total’s $20 billion LNG project in Mozambique, and the assassination of President Idriss Déby of Chad, a strong supporter of the Transaqua water management project, we know that the prospects for true economic progress, and an end to the long-term effects of colonialism on the African continent are the real target of the economic hit men like Mike Bloomberg, so evident at the Biden debacle. In Germany, Helga Zepp-LaRouche noted, we have a synthetic creation called Annalena Baerbock, chancellor candidate of the Green Party. Her policies, including “ambitious climate protection” by NATO, a “transatlantic climate partnership” with the United States, and a change of German industry to create “climate-neutral steel” to oppose the “authoritarian China,” could well turn out to be the policies of the next German government. Baerbock, it should come as no surprise, put in time at the London School of Economics. Is she cut from the same British Union Jack as Hans Joachim (“Sir John”) Schellnhuber? She is also, of course, anti-“Russian authoritarianism.” She is, however, not a German, but a European project, intended as the “bright new young face” of depopulation. This is Hjalmar Schacht in greenface. Russia’s recent military actions in the Black Sea have temporarily prevented further escalation in that situation. Putin has made clear to Zelensky that no nonsense will be tolerated regarding the matter of Crimea. Meanwhile, the United States Congress has appropriated money to conduct “public diplomacy” warfare against the Belt and Road Initiative. And we must keep our eye on the situation in Central Africa, with Russia, France, Britain, China and the United States, among others, involved under the guise of shifting priorities in the era of climate change. The work of the Committee for the Coincidence of Opposites, as expressed in the Harley Schlanger interview with Col. Richard Black today, and the process of recruitment of others, including from the American military, to stand in solidarity with Colonel Black’s policy, challenges the military and other institutions to assert to the world that Americans do not believe in torture of prisoners, or of civilians, do not believe in the mistreatment or killing of civilian populations during war, do not believe in taking the food supplies of nations, or of withholding medicines and vaccines. A worldwide health program, with adequate water, power, transportation, hospitals, vaccines and medicines, medical personnel and schools, is the only solution, in the short term. This will function. not only for preventing world war, not only for maintaining our continued existence as a species free from impending, even more lethal pandemics. That commitment for a new world health platform may be the only way to deliver the trans-Atlantic world from its present state of moral collapse. Now, the trans-Atlantic financial Establishment that spawned the Club of Rome and its modern reincarnations, is reeling from the breakdown crisis of its financial system, the stunning defeat of their “forever wars” in Afghanistan, the rise of a global alternative to their bankrupt system in the form of China’s Belt and Road Initiative, and restive populations in many countries that are desperate for substantive change. The response of that desperate Establishment to those countries and people resisting their policies can be characterized simply as the oligarchical battle cry: “Après nous, le déluge.” If—like India, Russia and many Americans—you resist the COP26 program of de-carbonization and deindustrialization, we will use our eco-terrorists to strike at pipelines and industrial infrastructure. If—like Afghanistan—you expel the U.S. and NATO from your country, we will either starve you into submission by freezing your funds and cutting off all finances, or we will leave nothing but scorched earth with tens of millions dead from starvation and disease, just as we are also doing in Haiti. If—like Russia—you warn that Ukraine joining NATO is a red line you cannot accept, we will insist on doing just that and play a nuclear chicken game with you. We will do the same with China over the issue of Taiwan. It is to address this unprecedented crisis that Helga Zepp-LaRouche of the Schiller Institute and Guus Berkhout of the Climate Intelligence (CLINTEL) group have issued a joint “Wake-Up Call,” to rally forces around the world to defeat the Malthusian onslaught. Human life is inviolable. Man is the only species endowed with creative reason, which distinguishes him from all other living beings. This creative capability enables him to continually discover new principles of the physical universe, which is called scientific progress. The fact that the human mind, through an immaterial idea, is able to discover these principles, which then have an effect in the material universe in the form of technological progress, proves that there is a correspondence between the lawfulness of the human mind and the laws of the physical universe. “2. Just as the spatial expanse and anti-entropic evolution of the universe are infinite, so is the intellectual and moral perfectibility of the human mind. Therefore, every additional human being is a new source for further development of the universe and for the solution of problems on Earth, such as overcoming poverty, disease, underdevelopment, and violence. Taking care of each other is key in this ongoing development. It is the combination of creativity and empathy that transcends mere day-to-day exigencies. “3. Scientific and technological progress has a positive effect in that, when applied to the production process, it increases the productivity of the labor force and of industrial and agricultural capacities, which in turn leads to rising living standards and a longer life expectancy for more and more people. A prosperous physical economy is the precondition for the positive development of the common good, providing not only the elites, but all people with quality food, clean water, affordable and modern health care, quality education, modern communications and, above all, cheap and sufficient energy with high energy flux densities.”
