China Plus World Today Interview with Helga Zepp-LaRouche (China Plus is the official English website of China Radio International.) Monday, May 31, 2021 WORLD TODAY: You’re listening to World Today. Denmark’s secret service helped the U.S. to spy on European politicians, including German Chancellor Angela Merkel from 2012-2014, Danish media report. According to a report by Denmark’s radio, the Defense Intelligence Service collaborated with the U.S. National Security Agency to gather information, and intelligence was collected on other officials from Germany, France, Sweden and Norway. Similar allegations emerged in 2013. Then secrets leaked by U.S. whistleblower Edward Snowden alleged tapping of the German Chancellor’s phone by the NSA. For more, we’re now joined on the line by Helga Zepp-LaRouche, founder of the Schiller Institute, a Germany-based political and economic think tank. Thanks for joining us, Dr. LaRouche. HELGA ZEPP-LAROUCHE: Yes, hello.WORLD TODAY: Could you first tell us more about what the Danish media have found? ZEPP-LAROUCHE: It’s really a funny story, because all of this information essentially was known in 2015, namely that the NSA used the fact that in Denmark, you have transatlantic cables with which one can spy on everything going on in the East bloc, but also internationally. This all came out in 2015, but nothing really happened. Merkel, at the time, said “Oh, spying on allies—that doesn’t go at all,” but then absolutely nothing happened! Again, last year, the same story was leaked, and nothing happened. So there is apparently one or more whistleblowers in the Danish secret service, who say, this is just too much. This is putting in question the sovereignty of Denmark, the interest of the Danish people. So they kept leaking the same information, and now, this was picked up by a whole network of European media circles—Le Monde and German TV, Norwegian and Swedish TV—and they have been given access to the internal documents of the Danish secret service, and that is what broke. WORLD TODAY: Do you think Angela Merkel will perhaps respond differently this time? And what’s been the reaction to this report so far in Germany, and perhaps other parts of Europe? ZEPP-LAROUCHE: Well, I think the intention of this whistleblower is, because he sees that there is no reaction, and therefore he keeps leaking in order to build up the pressure. So, now, [Peer] Steinbrück, who is a former [SPD] chancellor candidate, said this is a scandal. The Norwegian and Swedish ministers said that now they demand an investigation. We have to see what happens, because this all happened already last year, and I think it totally depends, if the population says that if these governments allow that everybody is being spied on then these governments are obviously not defending the interests of their respective populations. So I think we have to see how this unfolds. WORLD TODAY: And following the news of the report on Sunday, Edward Snowden accused U.S. President Joe Biden of being deeply involved in this scandal, the first time around. Why would he say that? ZEPP-LAROUCHE: [laughs] Well, because it’s true! It’s fairly well known for everybody who has listened to Edward Snowden, and there is a whole group of American whistleblowers, who have said similar things, that the NSA is spying on everything—everything going on in the world. They’re spying on emails, laptops, telephone calls, and they collect all of this in gigantic storage facilities. And they’re not looking for a person or a subject, they’re collecting everything. And then, once they have it, later on they can go, and go with search words and call up specific things they want. In reality, this NSA operation has become a world surveillance state. You know, they’re making a lot of noise about surveillance in China and Russia, and so forth, but the reality is, the British GCHQ, that’s the equivalent of the NSA, and the NSA, they’re just collecting everything. And I think that obviously Biden, both in his capacity as Vice President and now as President, is completely on top of that. WORLD TODAY: OK, but why would the U.S. spy on its allies? ZEPP-LAROUCHE: Because they think they are the guardian of an unipolar world, and it is, for them, they don’t have any sense that there may be something wrong with that. It’s for them, quite normal and self-evident that they can do that. I mean, you know, the United States, unfortunately—and I think some officials in China have been aware of it—that the United States has turned away from their original values of the American Revolution, where they were created as a republic, and in the recent years—actually decades, one can say—they have turned into an ally of the British Empire, running the world on the basis of the “special relationship,” whereby they think that if they behave like the muscle of the British Empire, then that’s the way how they run the unipolar world. WORLD TODAY: But do you think this is going to have an impact on America’s relations with its key allies, because Joe Biden is seeking to rebuild alliances? ZEPP-LAROUCHE: Well, the question I’m asking myself, and many other people are asking themselves, is: Why is it that there was no reaction after these stories came out in 2015, in 2020? I mean, the Danish clearly knew what they were doing, but they didn’t want to make any fuss about it. They didn’t want to rock the boat. It’s almost like they would prefer to be the slave of the great master, than being kicked out of the club! You know, it’s a complete scandal: It puts into question, all this question about “Western values,” the great Western democracies, human rights, all of these things. Where are the human rights of the European citizens being protected by their governments? I hope that some very clear questions will be asked of President Biden when he attends the G7 meeting. I mean, I doubt it, because these leaders have not shown—they’d rather be part of the “Five Eyes” and “Seven Eyes,” and whatnot rather than defending their own citizens. Mrs. Zepp-LaRouche, and many of the speakers, developed in devastating detail, the danger of war over Ukraine; and highlighted the illegal and deadly unilateral sanctions policy of the U.S., pointing especially to Syria and Yemen. She emphatically called for overturning the Caesar Sanctions on Syria and lifting all unilateral sanctions amidst the devastating food crisis threatening the death of millions. The pandemic spike in India is an indication of the danger of the threat to all of a myriad of new mutations. Thank you very much.” Zepp-LaRouche: “The March of Folly: Can Mankind Still Extinguish the Now-Lit Fuse of Thermonuclear War?” She said in part: “We are conducting this Schiller Institute conference with an urgent appeal to as many people as possible to help to change the direction in which the political situation is going right now. Because we are on a course which, in a very short period of time—much shorter than most anybody probably realizes—we are on a course of the potential extinction of civilization. It’s not clear where the greater danger comes from: the danger of thermonuclear war, the danger of the pandemic going out of control in combination with world famine, or with the neo-Malthusian virus which has beset the brains of so many people. It is not clear if these neo-Malthusians are more eager to destroy industrial society or if they are simply willing instruments in aiding geopolitical confrontation with Russia and China. “Let’s start with the danger of thermonuclear war: it’s not just one trigger point, one strategic crisis. It is the overall tension between the United States, the so-called Global Britain, NATO, and also increasingly the European Union with Russia and China. It’s becoming so big that any one of the crises around the globe could become the trigger point. It could be a crisis with Russia over Ukraine going out of control, or with China over Taiwan. “It is alarming, and it should alarm all of you, now that more and more people, even such unlikely ones, as Henry Kissinger—who has been not exactly a friend of our organization (which has everything to do with his infamous NSSM-200 paper which he wrote when he was National Security Advisor in 1974), and that he was the enemy and adversary of everything Lyndon LaRouche and his movement stood for—but even Kissinger is now warning that the tension between the United States and China is becoming so all-engulfing for the whole world, that it could lead to an Armageddon-like military clash, extinguishing mankind ‘in a finite period of time.’ This he said about a week ago. “Then the commander of the U.S. Strategic Command, Admiral Charles Richard, in February, informed the Pentagon that they should change the likelihood of nuclear war from ‘not likely’ to ‘very likely.’ He repeated that before the Congress. On May 6, the New York Times had an article by Peter Beinart, who said that the Biden policy towards Taiwan is truly reckless, that we are very close to war, mainly because the Democrats had abandoned the One-China policy last year. “If it would come to such a war, given the fact that China has 39 air bases around the region of Taiwan, the United States has only two, the United States would lose any conventional war, and if it would think of using regional nuclear weapons, the danger is that it would go into an all-out global nuclear war…. “On March 21st, Adm. Philip Davidson, the head of the Indo-Pacific Command, said we must be absolutely prepared to fight and win such a war, should competition turn into conflict. Then, the U.S. Pacific Fleet commander, Adm. John Aquilino, who will replace Admiral Davidson, said we are much closer to such a war ‘than most think.’ And H.R. McMaster, the former National Security Advisor to Trump, said the most dangerous time in his view is the period between the Congress of the Chinese Communist Party later this year, and the Winter Olympics in Beijing next year. So, that is, indeed, very close.” Convene a P-5 Summit “What is to be done? There is a solution, but it is important to take all these problems at once. Because when you have a systemic crisis such as I have described, it is not enough to solve a little of this and a little bit of that crisis. We have to create a completely different system. President Putin, in January 2020, called for an urgent meeting of the Permanent Five Members of the UN Security Council. I think that is what must absolutely happen now. Such a summit should be called because of the danger of World War III, a pandemic out of control, a world famine, the danger of a blow-out of the financial system, and it must lead to an immediate implementation of the following program. Build Modern Health Systems Everywhere “Given the pandemic, the only way to stop that and future pandemics, is to create a world health system, which means a modern health system in every single country. Because if you don’t stop the pandemic in even the poorest country on the planet, it will come back; there will be new variants, new strains, which eventually could make obsolete the vaccines which already have been distributed. So, we are in a race against time. We should do in every single country, what was done in Wuhan when the pandemic broke out. Build hospitals! This can be done with the Army Corps of Engineers, with aid organizations. In one week, one can build a hospital for 1,000 people. Then, these modern hospitals need well-educated doctors, nurses. You need lots of clean water; 2 billion people in the world have no access to clean water. You need lots of electricity; this cannot be done without infrastructure. So, the building of a modern health system in every country can and must be the beginning of overcoming the underdevelopment of the developing countries for good. “We have to have a program of global poverty alleviation, exactly as it was intended by President Franklin D. Roosevelt when he called for the Bretton Woods Agreements, which were never fully implemented because of his untimely death. But now, we need exactly that. It must start with global Glass-Steagall banking separation, which then must be followed by the creation of a Hamiltonian national banking system in every country. We need a credit system, which then can become a New Bretton Woods system. Then we can finance the extension of the New Silk Road into Southwest Asia. “The solution to overcome the death and starvation in Syria, Yemen, Afghanistan, Iraq and other crisis areas is obvious. When President Xi Jinping was in Saudi Arabia, Iran, and Egypt in 2015, he offered to extend the New Silk Road into the entire region. That program—and the Schiller Institute has worked on a comprehensive program for the entire region—can be implemented if, in such a P-5 UN Security Council meeting, it is agreed, and then the neighbors of Southwest Asia—Russia, China, India—all work together, and the United States and European nations agree to cooperate in the reconstruction of this region that has been destroyed by these endless wars. This will then extend the New Silk Road with international cooperation from other countries. Japan and South Korea and other nations should all be involved in the reconstruction of Africa. A Human Future of Discovery and Development “Geopolitical confrontation can then be replaced with crash programs for the development of thermonuclear fusion power, in which major breakthroughs have occurred recently. Rather than extending geopolitical confrontation into space, we should have international cooperation to build a village on the Moon, and soon a city on Mars. “The Hubble Telescope has discovered that there are at a minimum 2 trillion galaxies. I would like you to really put your mind on that thought, and then think how stupid it would be that we, as a human species, who are the only species which can potentially be the immortal species because of our creative reason, that we would destroy ourselves in thermonuclear destruction. I think we should have the ambition not to be more stupid than the animals, because there is no animal species which would ever conduct such behavior.”

March 7 (EIRNS)—Helga Zepp-LaRouche was one on a panel of three guests on CGTN’s Dialogue broadcast today, responding to Chinese Foreign Minister Wang Yi’s annual press conference, which lasted at least 90 minutes. The other guests were Peter Kuznick of American University and Prof. Victor Gao Zhikai of Soochow University; the hostess was Li Quiyuan. The discussion focused on China’s role in bringing peace especially in the conflict between Russia and Ukraine, but most importantly to the world as a whole. The half-hour panel discussion is posted on the Dialogue program at 15:30 today. Here are the exchanges between Ms. Li and Mrs. Zepp-LaRouche.CGTN: And Mrs. LaRouche, let me get your take on this: What sort of key messages did you pick up from Foreign Minister Wang’s press conference? HELGA ZEPP-LAROUCHE: I was actually very happy with the tone, because it was like a return of sanity. This is in stark contrast to the atmosphere in the European and American media and politics in the recent days. And I think the focus on solving problems through diplomacy, on upholding the principles of the UN Charter and having a general attitude toward problem solving through cooperation, I think this was really a breath of fresh air. And I’m very, very encouraged because China is really taking a leadership role in the world right now, which is badly needed. CGTN: The Foreign Minister did say, and I’m quoting his words, “China would like to work alongside with international community to facilitate talks when needed,” although he did not specifically say in what ways. But China did stress the importance of keeping dialogue open all the way. Another question being raised by reporters at the press conference is whether this conflict or this crisis in Ukraine would impact China-EU relations. So Mrs. Zepp-LaRouche, let me get your take on this? There’s some concern that this conflict will affect this relationship between China and the bloc. The foreign minister said dialogue and cooperation between China and Europe are on the basis of mutual respect and mutual benefit and that will provide more stability to the turbulent world situation. And he’s also urging the European Union to form an independent China policy. What do you make of this comment? ZEPP-LAROUCHE: I think the situation is very severe, because, for example, the trade between the EU and China, which was a pillar of the world economy so far, is threatened by what is happening between Ukraine and Russia. So I think the sentiment in Europe right now is really terrible, and I can only say that what the foreign minister is giving some hope that new ways can be found. And I really think that the model of Chinese policy, the shared future of a joint future of humanity, I think, is what is needed right now in my view, and I think Professor Kuznick is right in stressing the urgency of the question, you need something completely different. If we continue geopolitics as it has been done in the past, it is a question of time when humanity is crashing against the wall, and it could lead to a nuclear extinction. So I think the model which would fit perfectly, the shared community of the one humanity, would be to convoke a conference, an international conference to take care of the security interests of every single country on the planet. Because you cannot have a peace order without taking care of the interests of every country, and there is a model in European history, that is the Peace of Westphalia. The Peace of Westphalia ended 150 years of religious war, culminating in the Thirty Years’ War, and it was based on the recognition of all war parties that if the war would continue there would be nobody left to enjoy the result. And this is in a certain sense a parallel situation to the one we are facing today, because if it comes to a nuclear war there will be no winner, there will be nobody left to even comment on the result. So I think that should be a motivation to convoke a new Peace of Westphalia conference with the specific aim to conduct an international new security architecture, which would include Russia, include China, and I think this would be in perfect spirit with the policy of President Xi Jinping about the shared community of mankind and the one future we all have. CGTN: China is hosting this year’s BRICS summit. The APEC and G20 would also be held in Asia this year. The Foreign Minister said, “Asia’s time has come in global governance,” and “it would transform from followers to front-runners and even pacesetters.” Mrs. LaRouche let me get your take on this: These are very strong words coming from the foreign minister. What do you make of his assessment here? ZEPP-LAROUCHE: I think it’s absolutely to the point, because the Asian countries in general, not just China, but also some other Asian countries, are very conscious of their 5,000-year-old history, and from that standpoint of a positive tradition they define a future, and they want to develop. And this is the common idea of the BRICS, the SCO, and even other organizations, and that is in stark contrast to Europe and the United States. And I think the idea of a new model of international relations, if these organizations, even if it would be brought into the G20, the idea that you need a new model of international relations which has been stressed by Wang Yi today again, that should be filled with content. Because I think we have either the choice of ending up in a geopolitical confrontation which would be to the detriment of everybody and possible nuclear war, or, we make a jump in the evolution of civilization by defining the international relations, in a certain sense in the tradition of the Non-Aligned Movement, the Bandung Conference, the Five Principles of Peaceful Coexistence of the UN Charter; but also giving it the vision of solving together the main problems of humanity, such as, that we still have a pandemic, we need a modern health system in every single country to defeat this pandemic and the danger of new ones. We have a world famine of, as Beasley from the World Food Program always says, “of biblical dimensions”: This will get bigger because of the inflation of food prices, of fertilizer, of energy prices. So there is an urgent agenda. And I think if this year could be used to say, we need a new model of international relations which overcomes geopolitics: Foreign Minister Wang Yi and also President Xi Jinping have made references by saying, why not have the Belt and Road Initiative cooperate with the Build Back Better initiative of the United States and the Global Gateway of the European Union. So if these initiatives, rather than being in a competition, be streamlined and say, let’s address together that which is stressing all of mankind, world hunger, epidemics, the poverty—with the present financial system of the trans-Atlantic sector going completely out of whack, we are facing a new collapse much worse than 2008. The Federal Reserve was not able to “taper” the interest rate, because they’re afraid if they increase the interest rate they will have a mass collapse of bankruptcies. So there is an urgent need to have a new financial system, a New Bretton Woods system, a new credit system which provides credit for development of all developing countries—these are some of the points which really will be the test of humanity. Can we, when we face fundamental challenges, give ourselves an order which allows the survival, and happiness, of all people on this planet? I think that will be the agenda.

Saturday, January 22, 2022 Helga Zepp-LaRouche made a video address to the National Congress of Peru’s Christian Democracy, which was translated into Spanish and played at their conference on Saturday, Jan. 22, 2022. Here are her remarks: Helga Zepp-LaRouche: Dear Friends of the Christian Democracy in Peru: It is a great honor and pleasure to send these greetings to your national conference. I think you are all aware that we are at an extremely important moment in history, where world peace is not safe. We are still in an acute danger zone of a reverse Cuban Missile Crisis, over the situation in Ukraine, and the continued expansion of NATO eastward, toward the Russian border. This has been going on despite promises made to Russia during the time of the German unification in 1990-1991, where the promise was given to Gorbachev that NATO would “not move one inch eastward.” But NATO has moved 1,000 km to the east; 14 countries have joined NATO. And right now, you have a very fragile situation where the media are talking about that Russia would attack Ukraine, which Russia has denied. In any case, the situation is extremely volatile. And a little sign of hope comes from the discussions which just took place in Geneva between the United States and Russia, between NATO and Russia in Brussels, and in Vienna in the OSCE discussions, that maybe diplomacy will replace confrontation and that new arms control discussions can actually start in earnest.But the real reason behind this geopolitical crisis is that the systemic crisis of the neoliberal system is coming to a head. My late husband Lyndon LaRouche has made a forecast 50 years ago, in 1971, when President Nixon decoupled the dollar from the gold-reserve standard, and replaced fixed exchange rates with floating ones. My husband at that point said, if the world continues on that course of monetarism, sooner or later, the world would be faced with the danger of a new depression, new fascism, and even the danger of a new world war, unless a new financial system, and a new credit system would be implemented with a new, just world economic order. I think the countries of the developing sector are more acutely aware of this problem than anybody else, that we have now the danger of a hyperinflationary collapse. You see it in the prices of energy, of food, of basic raw materials. And the worst humanitarian crisis, of the many, is naturally happening in Afghanistan now, where after the withdrawal of NATO in August and takeover of the Taliban, when the Western countries cut off the aid to Afghanistan, because they didn’t like the Taliban, but everybody knew at the time that 75% of the budget of Afghanistan came from international aid! And when that money was cut off, all of a sudden, the economy of Afghanistan was plunged into an absolute chaos. Now, the United Nations is warning dramatically, again and again, that there are 8 million people right now, who are in immediate danger of starvation. They’re dying of hunger and freezing right now as you hear my words. The United Nations World Food Program also warned that there is the danger that 23 million people may not outlive this winter if there is not a dramatic change in this situation, and that over 90% of the people in Afghanistan have not enough food, are food insecure, have not enough medicine or no medicine at all, in the middle of a pandemic, and that 98% of the people are in danger of becoming permanently extremely poor, which is a starvation level. Now, this is why I have called for, what I call Operation Ibn Sina, in reference to the great physician who lived 1,000 years ago, who is the father of modern medicine, who was the one who first discovered quarantine, as a symbol that we have to build a modern health system in every single country on the planet, starting with Afghanistan, but not limiting it: Every country must have access to modern medicine, modern hospitals, and this is obviously only possible if you have electricity, if you have clean water—2 billion people in the world have no access to clean water; that has to be immediately reversed. We need basic infrastructure. And this building of a world health system must become the beginning of overcoming underdevelopment and poverty in the world, for good, forever. 2022 is the year when my late husband would celebrate his 100th birthday, and that’s why I have called that the year 2022 must become the Year of LaRouche. It is the year when all the beautiful plans which he developed in his lifetime must be realized. He developed already in the 1970s a plan to develop Africa through a large infrastructure program as the precondition for industrial development. He worked together, as you all know, with López Portillo, the President of Mexico, on what he called Operation Juárez, which was the idea that all of Latin America must be integrated and must have a coherent infrastructure program as the precondition for agriculture and industry to develop. This program of Operation Juárez is actual today than ever before. He also worked with Indira Gandhi: We worked with her on a 40-year development program for India, which was the idea that you need, at that time, in 1979, about two generations to reach a modern development state for the nation of India. After 1991, he proposed the Eurasian Land-Bridge. This has become the basic idea which is now being carried out by China with the Belt and Road Initiative. We published the study, “The New Silk Road Becomes the World Land-Bridge.” Now, this is the hope, because, the fact that China and about 150 nations have signed memorandums of understanding with China, to cooperate in the Belt and Road Initiative is where the development of the world is taking place right now. And we, the LaRouche movement, and the Schiller Institute have made it our commitment to try to convince the United States and Europe to cooperate with the Belt and Road Initiative, and not oppose it for geopolitical reasons. This is the program to overcome poverty and underdevelopment, and create a decent living standard for every person on the planet. Now, this is the obvious task and challenge for us, because it should note be self-evident and accepted that several billion people are living in poverty! Poverty eradication is the absolute demand of this coming year, and the reason why we can be optimistic about the human species finally accomplishing that is because, as my husband said many times, the human species is the only species which has the ability of creative reason: We can do what no animal species can do, we can make fundamental discoveries about physical principles of the universe, and when we apply those principles as technologies in the production process, it leads to an increase of the productivity of the labor force and of the productive forces. And that is the way how to increase the living standard, the life expectancy, and to create the conditions for an improvement of the general welfare. It is the principle of physical economy, and not monetarism, which we have to bring back to the world economy. This coming year, we will see a worsening of the crisis, because there is no way how this casino economy will last forever. It will come to a point of crisis, where we need to put all forces of the world together, people of good will, to implement the Four Laws of Lyndon LaRouche: The first of which is a global Glass-Steagall banking separation, the speculation of the derivatives casino has to come to an end forever, and the economy must again be put to the service of the people. The second is, we need a National Bank in the tradition of Alexander Hamilton in every single country, and when these National Banks among the different countries work together, then that can create a New Bretton Woods credit system which will provide credit lines for long-term investment and the kind of infrastructure program which Latin America needs in the same way as parts of Asia and Africa, and even parts of Europe, which are not yet developed. Now, this can be done. And I think we should be optimistic that this coming year is going to be the year where that is going to be put on the table, because the crisis will demand it. Well, I had the fortune, together with my husband, to visit your country in 1987, and I have the most beautiful memories of that visit, and I think Peru is a great nation, which has an absolutely great population. And I wish you the best possible future, for your country and the great success for your conference. And I look forward to our collaboration, so that we together bring humanity from the abyss of a catastrophe and start to create a new paradigm in international relations, and start a new, more optimistic chapter in the history of humanity. HARLEY SCHLANGER: Welcome to the Schiller Institute conference, “The Moral Collapse of the Trans-Atlantic World Cries Out for a New Paradigm.” I’m Harley Schlanger, and I will moderate the first panel, which is entitled “The March of Folly: Can Mankind Still Extinguish the Now-Lit Fuse of Thermonuclear War?”As we meet, the survival of the human race is imperiled as perhaps never before. We face the danger of a new world war, including the possible use of nuclear weapons; of a systemic breakdown of the real physical economy, which keeps more than 7-plus billion people alive, and the collapse of which bring with it famine and an out-of-control pandemic. But these threats do not arise from the so-called “malign intent” of Russia and China. Despite the accusation of the leaders of most governments and parties in the trans-Atlantic world who charge them with aggression against the so-called rules-based order. Nor do they come from so-called manmade climate change, being used to club nations into giving up their sovereign rights, to submit their nations and citizens to a deadly looting process enforced by a central bankers’ global dictatorship committed to radical population reduction. This is the intent of those who demand a submission to a rules-based order. The use of the U.S. military to impose a unilateral world order which rejects principles of international law in favor of the dictates of arbitrary rules which serve the narrow interests of the City of London and Wall Street. In our deliberations today, let’s be inspired by the words spoken by President John F Kennedy on June 10, 1963, shortly after the successful resolution of the Cuban Missile Crisis which threatened to unleash a nuclear war between the U.S. and the Soviet Union. In speaking for the adoption of a Nuclear Test Ban Treaty, Kennedy said: “What kind of a peace do we seek? Not a Pax Americana enforced on the world by American weapons of war. Not the peace of the grave or the security of the slave. I am talking about genuine peace, the kind of peace that makes life on earth worth living, the kind that enables men and nations to grow and to hope and build a better life for their children—not merely peace for Americans but peace for all men and women—not merely peace in our time, but peace for all time.” He continued saying that by directing our attention to our common interests, differences can be resolved. “For in the final analysis,” he concluded, “our most basic common link is that we all inhabit this small planet. We all breathe the same air. We all cherish our children’s future. And we are all mortal.” Four years later, Pope Paul VI summarized this view with his encyclical Populorum Progressio proclaiming, “Development is the new name for peace.” Achieving this has been the life’s work of the economist and statesman Lyndon LaRouche, and has been the mission adopted by the Schiller Institute since it was founded in 1984 by his wife, Helga Zepp-LaRouche. Today, we have a distinguished panel of speakers representing many nations guided by this common goal. I will introduce them after the first speaker. But it’s most appropriate to begin with a keynote by the Schiller Institute’s Helga Zepp-LaRouche. It’s my honor to introduce Helga Zepp-LaRouche. HELGA ZEPP-LAROUCHE: I greet all of you wherever you may be around the world. I’m telling you that we are conducting this Schiller Institute conference with an urgent appeal to as many people as possible to help to change the direction in which the political situation is going right now. Because we are on a course which, in a very short period of time—much shorter than anybody is probably realizing—we are on a course of potential extinction of civilization. It’s not clear where the greater danger comes from; the danger of thermonuclear war, the danger of a pandemic going out of control in combination with a world famine, or with a neo-Malthusian virus which has beset the brains of so many people where it is not clear if they are more eager to destroy the industrial society or if they are willing instruments to the geopolitical confrontation against Russia and China. So, let’s start with the danger of thermonuclear war. It’s not just one trigger point, one strategic crisis. It is the overall tension between the United States, the so-called global Britain, NATO, and increasingly also the European Union with Russia and China. It’s becoming so big that any one of the crises around the globe could become the trigger point. If could be a crisis with Russia over Ukraine going out of control, or with China over Taiwan. It is alarming, and it should alarm all of you that now more and more people—even so unlikely ones like Henry Kissinger, who has been not exactly a friend of our organization, which has everything to do with his infamous NSSM-200 paper which he wrote when he was National Security Advisor in 1974. That he was the enemy and adversary of everything Lyndon LaRouche and his movement stood for. But even Kissinger is now warning that the tension between the United States and China is becoming so all-engulfing for the whole world that they could lead to an Armageddon-like military clash, extinguishing mankind in a finite period of time. This he said about a week ago. Then the commander of the U.S. Strategic Command, Admiral Charles Richard, recently in February, informed the Pentagon that they should change the likelihood of nuclear war from not likely to very likely. He repeated that in front of the Congress recently. Just two days ago, the New York Times had an article by one Peter Beinart, who said that the Biden policy towards Taiwan is truly reckless, that we are very close to war, mainly because the Democrats have abandoned the One-China policy already last year. Biden is now receiving envoys from Taiwan, as he did for his inauguration. Then, the article quotes Graham Allison, the historian who thinks that a danger of a Thucydides trap exists, by saying that people have to be sure that China would be more willing to go to war than accept losing Taiwan. In light of the history of China, this is very likely. If it would come to such a war, given that China has 39 air bases around the region of Taiwan, the United States has only two, the United States would lose any conventional war. If it would think of using regional nuclear weapons, the danger is that it would go into an all-out global nuclear war. I advise those people who don’t think that that is true, to read the papers by Ted Postol over the difference between conventional and thermonuclear war, where it is the logic that once you use one nuclear weapon, all will be used. And also to listen to what Tulsi Gabbard said recently in an interview with Tucker Carlson, where she said that to have this geopolitical confrontation with Russia is completely crazy. Russia has thousands of nuclear weapons which, in a conflict, would hit every U.S. city in less than 30 minutes. This would bring about excruciating death and suffering over the American people; millions would lose their lives, and flesh would be burned from their bones. That would be the end of the world, and this could come much sooner than anybody thinks. Also, the Australian press is warning that Taiwan may be a trigger for a catastrophic war, and that is not just a question of if, but when. That China has become the enemy for no other reason than it has dared to eclipse the U.S. as the most powerful economy. On March 21st, Admiral Philip Davidson, the head of the Indo-Pacific Command said we must be absolutely prepared to fight and win such a war, should competition turn into conflict. Then, the U.S. Pacific Fleet commander, Admiral John Aquilino, who will replace Admiral Davidson in his position, said we are much closer to such a war than most think. And [H.R.] McMaster, the former National Security Advisor to Trump basically said the most dangerous time in his view is the period between the Congress of the Chinese Communist Party later this year, and the Winter Olympics in Beijing next year. So, that is, indeed, very close. The Taiwan Defense Minister already announced that they will now mass produce long-range missiles capable of striking deep into the inside of the Chinese mainland. So, the situation around Taiwan could be the trigger point for a global war. But so could the situation over Ukraine. With the developments in Ukraine, you had an escalation in the recent years of an incredible demonization of President Putin. But it has nothing to do with Crimea, because as Putin correctly said, if it would not have been Ukraine, they would have found some other reason. The narrative of what is going on with Russia, Ukraine, Crimea is completely upside-down. It did not start with the so-called annexation of Crimea; it started with the EU association agreement for Ukraine at the end of 2013, which was rejected for good reasons. Then, that led quickly to the demonstrations on the Maidan, which escalated into the coup, leading to a Nazi coup in February 2014. As a consequence, in which coup Victoria Nuland, who is now again in a position in the State Department. Then you had the development where the people of Crimea voted to join Russia. You have right now [U.S. Secretary of State] Blinken and Nuland in Ukraine. This is a very dangerous game, because they’re there to further the building of U.S. bases in Ukraine to support the demand by the Ukrainians to join NATO. That is reaching then a point where Putin has recently said that people in the West should not cross red lines, because if it would occur, the response would be asymmetric, swift, and hard. Russia is a nuclear superpower, and this could lead, if it would be provoked to answer in such a way, to the annihilation of mankind. Scott Ritter, who warned that the “weapons of mass destruction” were a fake story in Iraq, recently commented on the Defender Europe 2021 large maneuvers, which are going on right now along the Russian border. He basically said that all that this demonstrates is that NATO is absolutely inferior compared to the Russian troops in a conventional way. That therefore, the danger would be that if it comes to a conflict, it could go nuclear. There was a RAND Corporation study in 2016 entitled “War with China; Thinking Through the Unthinkable.” They basically say it would be better to have the war with China now than in ten years, because the gap will close and China would probably win such a war later on. The same RAND Corporation had a study in 2019 called “Extending Russia; Competing from Advantageous Ground,” which is a 354-page piece in which they describe how one should overextend Russia economically, militarily, and propaganda-wise. Number one, conduct economic warfare. Hinder the oil exports; block export of natural gas; block the construction of pipelines, such as Nord Stream II; escalate sanctions; escalate the brain drain. Escalate the situation with Ukraine; bring lethal weapons to Ukraine; support the rebels in Syria; topple Lukashenko; increase the cost for Russia in the South Caucasus; go for color revolution in Moldavia. Discredit the election process in Russia, like Navalny; cause unrest in Russia, go for a color revolution. Put military bombers, missiles at the border to cause permanent stress for Russia. Provoke Russia into a costly arms race. If you listen to that so-called study, you have the exact script for about everything that happened in the last two years. This conference actually was caused to happen by the urgent appeal by Cardinal Mario Zenari from Syria. He has been issued a call saying that as a result of the combination of ten years of war in which the United States was allied with al-Qaeda, al-Nusra, and ISIS—these are my words, not his—which was aimed to topple the legitimate elected government of Syria, the pandemic and the co-called Caesar sanctions, we have now a situation where more than 90% of the Syrian population are below the poverty line. I just should note that the Caesar sanctions are based on the same kind of fraud as we have seen used as a pretext for all of these endless wars, like the chemical weapons supposedly used by the Syrian government which was a fraud by the White Helmets; or the babies ripped out of incubators in 1991, which was a lie. Then you had the so-called weapons of mass destruction in Iraq in 2003. Yellow cake from Niger, but this was all a complete lie. Unilateral sanctions such as these Caesar sanctions are, from a standpoint of international law, completely illegal. We will hear about that from Professor Koechler shortly. The only kinds of sanctions which are allowed would be those which are agreed upon by the UN Security Council. Otherwise, unilateral sanctions are a form of warfare, which targets the poor, the old people, the children. It is the idea to drive the pain of the population so high because of lack of food and medicine, that eventually it will cause an uprising and conduct regime change. Brian O’Toole, who is a senior fellow at the Atlantic Council and a former advisor to the U.S. Treasury, and he worked for the CIA, is an expert in so-called “behavior economics.” He said that this is a strategy to raise the pain meter—what an insane expression. For Russia, it would only be 10% of this pain meter, and it would be important to drive it up to 70% by cutting Russia off of Swift, the connection to the international financial system, and to cut off Sberbank from financial transactions. For Syria, a continuation of these Caesar sanctions means the deaths of many thousands, maybe millions of people. But the people who are conducting this say literally, “So what?” I’m not exaggerating! Madeline Albright said on a “60 Minutes” program with Leslie Stahl, that the half million children who died in Iraq as a result of the sanctions—these were children under the age of 5! She said, it’s a very hard choice, but the price was worth it. David Beasley, the head of the UN World Food Program, just made a documentary about the famine in Yemen, called “Hunger Ward” which I would urge everybody to watch. He showed how in Yemen, there were little girls with arms as thin as my finger. They had hollow eyes and their skin was like parchment because of the starvation process. But I think Mrs. Albright should have nightmares every single night where each of these 500,000 dying children from Iraq look at her and haunt her. Looking at her with their dying eyes, and this would continue until this woman has a human feeling. The situation is much worse, because according to the UN World Food Program, the new report they published, “2021 Global Report on the Food Crisis” says 55 nations are in extreme need of food. And Syria, because of the sanctions, the war, the depreciation of their pound, there is now a very high number of food insecure people. The food prices from December 2019 until 2020 increased by 236%. That means that all together in all of these nations—40 nations—34 million people are in acute danger of starvation in the coming months. Beasley, at the SIPRI—the Stockholm Institute for Peace Research—called on all nations to mobilize urgent support to avert mass deaths of millions of people. Actually, a number of people which is very quickly going to be as much as all of World War II deaths. He mentioned that the UN Security Council Resolution 2417 was passed unanimously in 2018, and that resolution very clearly that hunger cannot be used as a weapon of war. There are right now, 155 million people in acute food insecurity. These people are in countries like Afghanistan, the Democratic Republic of Congo, Ethiopia, Haiti, norther Nigeria, South Sudan, Sudan, Syria, Yemen, Zimbabwe. The COVID-19 pandemic in India has already officially caused 238,000 deaths. But according to experts, it is 5-10 times higher, because they count only the people who die in hospitals, not the people who die in the countryside. The few planeloads of aid, which are being sent by international countries, is just a drop in the ocean. The head of the African CDC said that they are horrified by looking at India, because most of the vaccinations which came to Africa was produce there, and now with the crisis exploding in India they are worried that no more vaccine is coming. It is also clear that we are looking at mass deaths in Brazil and many other places. If you look at this picture as a totality, and that is what we have to do, the chickens are coming home to roost. We are now at the exact point Lyndon LaRouche predicted in 1971 when Nixon destroyed the old Bretton Woods system and went on a course of monetary liberal policies. Lyndon LaRouche at that point said that if you continue on this course, it will come to a point where you are faced with the danger of a new depression, the danger of war, and the danger of a new fascism. My late husband was also absolutely correct when he warned already in 1973 that the IMF conditionalities would mean that new pandemics would come and that would eventually be a total threat to civilization. The financial system is about to blow. We are looking at a situation where, after the 2008 systemic crisis nothing was done to remedy the root causes. Just quantitative easing and pumping money by the trillions. Now we are looking at the potential of a hyperinflationary blow-out like it was in Germany in 1923. In 1923, the Reichsbank printed money to pay the war debt and the reparations. First you didn’t see much of it, but then in November 1923, it exploded. It was the complete expropriation of the life work of the people. Yesterday, Bank of America put out a report saying that we have just a transitionary hyperinflation. This is visible because all the commodity prices are going up, but that this will soon translate to an increase in consumer prices. A transitionary hyperinflation is as much as being a little bit pregnant. However, that hyperinflation is the necessary result of all of this policy of further speculation in the last period is known to all the big players. This is the real reason why they are betting to create one last super-bubble by going for the Great Reset, the great transformation of the decarbonization of the world economy, the Green New Deal. It is the illusion that if they pump now in the next ten years another $60 trillion into the financial system, that that would somehow save their earnings and their system. But it would just mean a gigantic transfer of wealth again from the poor to the rich. This is already on the horizon. It’s happening because the EU is implementing the Green New Deal, the Biden administration is doing it. While that only threatens the de-industrialization of the so-called advanced countries, for the developing countries it means mass death on top of the crises I already mentioned. The Indian Energy Minister, Mr. Singh, recently said that the Green deal may be OK for the industrialized nations, but absolutely not for the developing sector. Alone in Africa, 800 million Africans don’t have access to electricity. It would mean—and these are my words now—it would mean an absolute massive reduction of the population, and it is also clear that this is their intent. What is to be done? There is a solution, but it is important to take all these problems at once, because when you have a systemic crisis like what I’m describing with these different elements, it is not enough to solve a little of this and a little bit of that crisis. You have to create a completely different system. President Putin, in January 2020, called for an urgent meeting of the Permanent Five Members of the UN Security Council. I think that is what must absolutely happen now. Such a summit should be called because of the danger of World War III, a pandemic out of control, a world famine, the danger of a blow-out of the financial system. It must lead to an immediate implementation of the following program: Given the pandemic, the only way to stop that and future pandemics, is to create a world health system, which means a modern health system in every single country. Because if you don’t stop the pandemic in even the poorest country on the planet, it will come back; there will be new variants, new strains, which eventually could made obsolete the vaccines which already have been distributed. So, we are in a race against time. We should do in every single country what was done in Wuhan when the pandemic broke out. Build hospitals! This can be done with the Army Corps of Engineers, with aid organizations. In one week, one can build a hospital for 1000 people. Then, these modern hospitals need well-educated doctors, nurses. You need lots of clean water; 2 billion people in the world have no access to clean water. You need lots of electricity; this cannot be done without infrastructure. So, the building of a modern health system in every country can and must be the beginning of overcoming the underdevelopment of the developing countries for good. We have to have a program of global poverty elimination, exactly as it was intended by Franklin D. Roosevelt when he called for the Bretton Woods, which was never implemented because of his untimely death. But now, we need exactly that. It must start with a global Glass-Steagall banking separation which then must be followed by the creation of a Hamiltonian national banking system in very country. We need a credit system which then can become a New Bretton Woods system. Then we can finance the extension of the New Silk Road into Southwest Asia. The possibility to overcome the death and starvation in Syria, Yemen, Afghanistan, Iraq, the solution is obvious. When President Xi Jinping was in Saudi Arabia, Iran, and Egypt in 2015, he offered to extend the New Silk Road into the entire region. That program, and the Schiller Institute has worked on a comprehensive program for the entire region, can be implemented in such a P-5 UN Security Council meeting. It is agreed, and then all the big neighbors of Southwest Asia—Russia, China, India—all work together and the United States and European nations agree to cooperate in the reconstruction of this region, which has been destroyed by these endless wars. Then, naturally, the New Silk Road with this international cooperation, including other countries like Japan, India, South Korea should all be involved in the reconstruction of Africa. We have to replace geopolitical confrontation with a crash program of cooperation for the development of thermonuclear fusion power, where in the recent period, major breakthroughs have occurred. Once we have fusion power, we will have a safe energy source for the whole human population, and we will also tackle the problem of limited raw materials, because you can separate isotopes with the fusion torch procedure and create new raw materials. We have to have international cooperation in space. Rather than extending geopolitical confrontation into space, we should have international cooperation to build a village on the Moon, and soon a city on Mars. We should listen to the head of the Mars mission and the head of the Energy Ministry of Abu Dhabi, Miss al-Amiri, who already some years ago made a beautiful speech where she stuck her finger in the air like this—please put on the video—people should look at what is at the end of her finger to see what the sky will tell them. Can you put on the video, please? [video] SARAH AL-AMIRI: The Hubble Space Telescope was pointed at a region that small [pointing her finger]. And it came up with this image. This image, the dots of light that you see in these images are not stars, they’re galaxies. There are hundreds of billions of stars in each one of those dots in that small region of sky that we look at. [end video] ZEPP-LAROUCHE: Now, the Hubble Telescope discovered that there are at a minimum 2 trillion galaxies. I would like you to really put your mind on that thought, and then think how stupid it would be that we, as a human species who are the only species which can potentially be the immortal species because of our creative reason. That we would destroy ourselves in a thermonuclear destruction. I think we should have the ambition not to be more stupid than the animals, because there is no animal species which would ever conduct such a behavior. Thank you.

In an interview with China Radio International on April 8th, Schiller Institute founder Helga Zepp-LaRouche spoke positively of yesterday’s phone call between Chinese President Xi Jinping and German Chancellor Angela Merkel. These are two important nations, and stability and progress are useful. Zepp-LaRouche expressed her agreement with Merkel’s opposition to the notion of blocs, which are a form of the geopolitical thinking that led to the two world wars of the 20th century. This stance by Merkel can have a positive impact on the rest of the EU.“Where would the world be as a whole, without the rise of China?” Zepp-LaRouche asked, pointing to the victory for mankind of bringing hundreds of millions of people out of poverty. China’s economic growth despite the Covid pandemic is an important positive development for the world. Although there is a mixed situation of China relations among the EU member states themselves, the situation with the EU bureaucracy in Brussels is that it unfortunately follows the policies of London and Washington, such as in imposing sanctions on China over Xinjiang. The EU is in a terrible state. It failed to handle the Covid crisis. It stands to gain significantly with cooperation with China. Some Europeans are still looking at China as though it were still in the Cultural Revolution, rather than after the results of the Reform and Opening Up. Since China does not pose a threat to Europe, why would Europe need the U.S. as a guarantor of its security? NATO is not providing for the security of Europe, but rather quite the opposite, by carrying out repeated troop exercises towards the borders of Russia. Confrontation is no path forward. On the Biden administration, Zepp-LaRouche said that she had seen nothing positive from the new U.S. administration with regard to Europe. Biden has continued sanctions against Russia’s Nord Stream 2 pipeline to Europe and is pushing Europe towards an alliance against Russia and China. Europe must support its own independence. A world health system is desperately needed, as new Covid variants emerge, possibly overcoming the immunity conferred by the vaccines already developed. This requires the necessary infrastructure to support health, and the urgent development of the underdeveloped parts of the world.

This coming year is going to be one in which a lot of very crucial strategic issues will come to a head, where humanity is being confronted with choosing a path; either a path to solutions which will bring mankind into a New Paradigm, or a path to Hell. That is why I want to officially declare 2022 the year of my late husband, Lyndon LaRouche, because it is his 100th birthday. There is no more adequate way to celebrate this great man and the incredible richness of the works he had produced, than to declare 2022 the year of Lyndon LaRouche. I already can promise that we will conduct many meetings, conferences, and seminars. We will publish the second volume of his collected works—by the LaRouche Legacy Foundation. We will do everything possible so that the solution which Lyndon LaRouche offered to the strategic situation, to the economic crisis, to the cultural crisis; that these solutions will be on the table for every responsible government and parliament around the world to consider. I think this will be a very fruitful endeavor, so I invite all of you to join with us in the celebration of Lyndon LaRouche for the entire year.

In her Dec. weekly webcast today, Schiller Institute founder Helga Zepp-LaRouche called for the U.S., NATO, and the nations of Europe to immediately sign the two strategic treaties presented by the Russian government of Vladimir Putin, as an urgent first step to get the world off its current trajectory towards nuclear war.“I think it is an absolute, urgent necessity for NATO and the United States and European countries to agree to sign such a legally-binding agreement with Russia,” Zepp-LaRouche stated. “What Russia is now demanding in written legal terms is nothing more than what was promised to them in 1990 by the U.S. and NATO,” promises which were never kept. Instead, NATO kept expanding eastward up to Russia’s very borders; and defensive and offensive weapons systems, along with troops, have accompanied that expansion. “The situation is extremely worrisome,” she stated, “because there are people committed to this brinksmanship, hoping that Russia and China will back down. But I don’t think that that’s in the cards. The policy of encirclement of Russia and China is continuing, even though Russia has said that their red line has been reached… There must be a recognition that we are on a terribly dangerous road, and people must voice their opposition to this policy, loud and clear, before it is too late.” Zepp-LaRouche urged her listeners to use this Christmas period to help organize others to speak out against this looming disaster and related crises—such as the danger of starvation of tens of millions in Afghanistan as a result of British, American and NATO financial warfare—and to mobilize in favor of the policy alternatives long championed by Lyndon LaRouche.

Helga Zepp-LaRouche, on Dec. 28, in a discussion with Schiller Institute members from the United States, Canada, Gambia, Ireland, Denmark, Italy, and Germany about the insanity of Secretary of State Pompeo amidst the danger of extreme international tensions amidst the pandemic, and the threat of a famine of biblical proportions, said that it was of urgent importance for President Donald Trump to call Russia and China immediately to convene the P5 summit called for by Russian President Putin in January of this year.She said: “I think that President Trump, no matter what happens on January 6, whether or not he will be in the White House on January 20, he could do one thing. He could immediately call up Russia and China and say that because of the crisis, because of the pandemic, because of the famine, because of the danger to world peace, that he wants to respond to the offer of Putin to have the summit of the permanent five members on the UN Security Council, which President Putin has been advocating since January. Trump should say that he wants to have that summit right away. And that would be the very best thing he could do to counter all of this propaganda. “The more people call the White House to suggest that, and who express [the need for the summit] in any other way, the better. I have no idea why Trump has not kicked out Pompeo. He is the same as Bolton on many of these issues. President Trump did have the courage to kick out Bolton. That was one of the best things he ever did. “But I think to outflank [these dangers], in this incredibly complex situation, is for President Trump to now follow up on Putin’s offer for this summit, and meet with Putin, and Xi Jinping. This meeting can happen. French President Macron has already said he supports having such a summit, [U.K. Prime Minister] Boris Johnson has said he is in favor of it. But the truly important people are Presidents Trump, Putin, and Xi Jinping, who will be the difference in such a meeting. Johnson and Macron could not ruin such a combination. That is the one thing that Trump must be encouraged to do. I’m 100% sure that Russia and China would absolutely go for it immediately.”

As its Sunday newsletter said, throughout this week The LaRouche Organization was out in force. It had activists in front of the UN building in New York City, the Treasury buildings in Washington, D.C., and the Federal Reserve building in Houston, Texas. They were wielding a Schiller Institute leaflet titled “UN ‘World Food Systems Summit’—Is Global Depopulation What’s Really on the Agenda?”Schiller Institute founder, Helga Zepp-LaRouche, has been urging that the withdrawal of NATO troops from Afghanistan, burying a decades-long British geopolitical policy of regime-change wars, creates a turning point in history and a tremendous opportunity. It can become merely a step in NATO turning to total confrontation with China and Russia. But Afghanistan’s urgent development needs—for which the United States, having destroyed the nation’s economy, bears responsibility—can be a lever to cause a dramatic shift in foreign policy coming from America and the West in general. European Conference Call Excerpt with Helga Zepp-LaRouche Tuesday, April 27, 2021 Helga Zepp-LaRouche: I think we have to wake up the international population much more than even we have been doing so far, because in going through the intelligence in preparation for this phone call, when you are looking at the picture as a totality, it is absolutely horrifying. To start with what I think could be really a detonator of the situation, you remember that when Putin gave his speech on April 21 to the Federal Assembly, he said there are red lines which cannot be crossed, and then he said there was an assassination attempt against Lukashenko and a coup attempt against Belarus, and that that had really gone too far.So now the director of the Russian Federation Security Service (FSB), Alexander Bortnikov, is saying that they are investigating the possible involvement of the U.S. government in the planning of a potential, supposed military coup in Belarus, and that sudden investigation of the plot of a military coup against Lukashenko is going on, and that the opposition politician Grigory Kostusev, and the political analyst Alexander Feduta, the lawyer Yuri Zenkovich, according to Lukashenko were involved in an assassination plan against him, and he accuses U.S. special services and U.S. leading forces to be responsible. And also quoting the head of the Belarus KGB, the project plot was planned for the summer, June or July; the military coup was planned for May 9 in Minsk, during the parade for Victory Day, and that this would have been sponsored from abroad. Then according to a report in the Belarus TV station ONT, the implication is that Michael Carpenter, one of the most important foreign policy advisers of U.S. Vice President Biden and director for Russia at the National Security Council; afterward he was Deputy Assistant Secretary of Defense with responsibility for Russia, Ukraine, Eurasia, the Balkans, and Conventional Arms Control, was a key figure behind the supposed coup attempt in Belarus, and that next week more interesting new details about this story would be made known. I find this absolutely incredible, because we published in the recent period, a lot of the activity of Michael Carpenter, who is among other things, nonresident senior fellow with the Atlantic Council’s Eurasia Center. He was in the in the Obama administration, Deputy Assistant Secretary of Defense with responsibility for Russia, Ukraine, Eurasia, the Balkans, and Conventional Arms Control; director for Russia in the National Security Council; and he’s now Managing Director of the Penn Biden Center for Diplomacy and Global Engagement at the University of Pennsylvania. In 2018, he made some waves when he accompanied the Ukrainian neo-Nazi then-Speaker of the Verkhovna Rada Andriy Parubiy on a trip to Washington, and when he was questioned concerning Parubiy’s connection to the Nazi movement which was involved in the Ukraine coup in 2014, he defended Parubiy as a patriot and fantastic leading personality. Carpenter was also together with Biden, the author of an article in Foreign Affairs publication of the Council on Foreign Relations for January/February 2018 “How To Stand Up to the Kremlin: Defending Democracy Against Its Enemies” He’s obviously close to Biden. I find this absolutely incredible, because if this turns out to be the case, we could be closer to World War III, than anybody realizes: Because this is exactly the kind of stuff which happens in the forefront of world wars. And we should also note the fact that, today, Chinese Foreign Ministry spokesman Wang Wenbin announced on April 26 that China will support Russia in front of the sharpened Western sanctions. He said: “China has all along maintained that differences should be properly resolved through consultation as equals on the basis of mutual respect. We reject the approach of wantonly resorting to unilateral sanctions or threat of sanctions…. China and Russia are comprehensive strategic partners of coordination in the new era. We will continue to understand and support each other in safeguarding our respective sovereignty, security and development interests.” And we should keep in mind that when Wang Yi and Sergey Lavrov met in the Chinese city of Guilin on March 23, they were already talking about such an increase in the global governance partnership between Russia and China. Then one should also remember that just last week, on April 19, the U.S. Strategic Command announced what they called a “preview of the Posture Statement Review,” it’s addressed to U.S. Congress every year, and there they tweet: “Posture Statement Preview: The spectrum of conflict today is neither linear nor predictable. We must account for the possibility of conflict leading to conditions which could very rapidly drive an adversary to consider nuclear use as their least bad option.” StratCom is the same thing, what the Commander Adm. Charles Richard had told the Senate Armed Services Committee on Tuesday, last week [April 20] that the Chinese nuclear capabilities are advancing so rapidly that it’s not worth to update it, because it’s going so fast that each new report is outdated; and that a portion of China’s nuclear arsenal has been recently primed for ready use, that is launch on warning. And then, we should remember that Tulsi Gabbard had warned against this kind of anti-Russia brinksmanship, where she had in the “Tucker Carlson Tonight” show [April 12], said that “such a war would come at a cost beyond anything that we can really imagine.” An entirely accurate picture of “hundreds of millions of people dying and suffering seeing their flesh burned from their bones.” She is one of the few people who are warning about that, but it is an absolute scandal that there is no discussion. However, I will come to that in a second. I think there are indirect indications that some people in Europe are slowly waking up, that this confrontation against Russia is insane. But one should see this, what I just reported about the accusation concerning the possible plot against Belarus, also in the context of the absolute increased tension with Czechia, where now, after President Milos Zeman, who is generally reasonable concerning Russia—he had been attending the Rhodes Conference several times—in any case, he had said that the Czech secret services would know that there was no Russian involvement in this 2014 blowup of this ammunition depot [in Vrbetice]. Now, as a result of his saying that, the leader of the Czech parliament is investigating the possibility of a suit against Zeman for high treason, because supposedly he would have revealed state secrets in this speech; and he or some other speaker announced that there is already a collection of signatures on a petition to the Senate, a constitutional complaint that he was being responsible for treason. Obviously, this story was at the bottom of why the 60 Russian—that’s not a little, I mean, there’s almost nobody left—60 Russian diplomats have been expelled from the Czech Republic. And then you have a similar process going on with Poland. So naturally the hand of the British is visible: Chatham House had an article on that story of the 2014 explosion in the Czech ammunition depot, in which it states that this is the key issue to which Europe must respond, that the failure to do so would be inexcusable and be highly dangerous. [“Europe Must Admit Russia Is Waging War,” And they say that these are the same Russians who were responsible for the Salisbury poison attack on the Skripals in 2018, and this would be tantamount to an act of state terror, on the territory of a NATO and EU member state. So, Lavrov responded to that, by basically saying, this indeed the territory is where the EU should investigate this. And he said that Zeman’s statements were absolutely reasonable, but the attack on him means that “those who make such statements have already decided everything for themselves, decided that there are no alternative explanations other than the guilt of Russia.” Also as part of this insane war-mongering environment, Politico reports that U.S. spy agencies are now looking to declassify more intelligence on Russia and China’s “malign behavior,” and there is a memo signed by 9 of the 11 U.S. military four-star commanders, demanding that more intelligence for the information war against Russia and China should be published, that the world must know what Russia and China are doing. I think if you look at this, it’s really hair-raising: If you have the accusation that Russian and Belarus secret services that the U.S. is involved, and they’re naming this guy Michael Carpenter—I have not had the time to talk to the U.S. before making this briefing, but I think there is a story behind it, which either it turns out to be true, and then it’s really serious and extremely dangerous; or it’s some fake, which I doubt very much that you would joke with such stuff—I just want to say that this is extremely alarming for the state of affairs. Now, the reason why I think that some Europeans are waking up, is because, for a two days or so, the German Foreign Minister Heiko Maas has slightly modified his tone, saying there cannot be a continuation of the confrontation with Russia; and in contrast to what Green Chancellor candidate Annalena Baerbock is saying, who blasts Russia and China, and is on a complete confrontation course, and she is the invited guest of the conference by the Atlantic Council on May 5. But Maas is calling for de-escalation, and so is Austrian Chancellor Sebastian Kurz, who, in an interview with Neue Zürcher Zeitung said that he’s against more sanctions against Russia, that there must be a de-escalation, and that peace in Europe is possible with Russia, and not against it. So, I think we should try to talk to many people and get a reason, what is really the perception in Europe about this state of affairs. Because if there would be any kind of escalation, it would be nuclear, because the U.S. forces and the NATO forces in Europe will not be involved in a war against Russian forces—that’s a complete joke—and the whole discussion about “low-yield nuclear weapons,” the modernization of nuclear weapons, I think it would affect European countries immediately, and it would be the end of Europe: That’s what we should really realize…. OK, so I will not go through a whole plethora of other subjects, because I think what I said in the beginning is the most worrisome, and that means that our upcoming conference on May 8 is more urgent than ever before, to really get a resistance against the war danger, against the sanctions, against all of these policies, which can only mean a disaster as the outcome, and we should really try to convince people that we need a moral resistance against this kind of decadence which could very well be the beginning of the hours and days before World War III. So, I think we really need a mobilization: I know people have all reasons why we are overworked, and this and that, but I think in light of what I said in the beginning, it is really horrifying. And people have to wake up, because it doesn’t register! It does not register! People have been numbed, and become so indifferent, that if we don’t break through that, I think the outcome will be a disaster. So I can only say that we have already some very interesting speakers: I hope to be able in a day or two, to put together a preliminary list of speakers and titles, which we will put out as soon as it is together. But it shapes up already as very interesting, both on the strategic crisis, and also on the continuation of the work of the Committee of the Coincidence of Opposites. So we should really go in all out effort to build this conference as a platform for anybody who wants to have a voice of reason and discuss solutions.

The British Empire is making feverish preparations—all the while looking nervously over their shoulder—to celebrate what they expect will be their strategic victory in removing Donald Trump from the White House on January 20, 2021. But that is not a done deal. The ongoing legal challenges up to the Supreme Court on vote fraud are important, as is the political mobilization of the American population against that fraud. But most important, Helga Zepp-LaRouche emphasized today, is what Trump could do to turn the tables entirely on the British, between now and Jan. 20, and define a totally new strategic situation which is to their great disadvantage.“Given the fact that he is surrounded by scoundrels, even in the White House, in the Republican Party, and in the Democratic Party, if I were Trump I would try to completely turn over the chessboard,” Zepp-LaRouche stated. “What he could do, despite the anti-Russia and anti-China campaign, he could call up Russian President Vladimir Putin and say: ‘Look, we have a pandemic which is out of control in many places. We have a famine. We have an extremely dangerous strategic confrontation. We have an unresolved financial crisis. Let’s hold the UN Security Council permanent members (P5) summit meeting you proposed back in January 2020, and do it immediately, on an emergency basis.’ “Once you have this combination of Trump, Putin and Chinese President Xi Jinping, they could work out an approach to how to solve all these problems. French President Emmanuel Macron would for sure go along, because he is primarily a chameleon. And Britain’s Boris Johnson, in that combination, is a relative lightweight. So it could work! I don’t know if Trump has the temperament to do it, but that is definitely something he should be doing.” Zepp-LaRouche continued: “Then, Trump has other things he should be doing, like pardoning Julian Assange and Edward Snowden, and especially the exoneration of Lyndon LaRouche, for all the reasons we have discussed many times. “Such actions would immediately turn the tables on the so-called ‘Deep State,’ on the British role of Russiagate, and on the British coup against Trump,” as would declassifying all the relevant documents and appointing a special counsel to investigate the entire British coup. These are powerful things that Trump could do to destabilize the whole British “fix” in the first weeks of January 2021. All of this is urgent, Zepp-LaRouche concluded, “because what is clearly shaping up is the oligarchy’s plan to impose the ‘Great Reset.’ If Biden comes in, that is going to be his program. The new budget bill signed by the Congress for the first time sets a goal of a zero carbon emission economy for the U.S., which would mean that both the EU and the United States would have a policy that means, in the relative short term, the death of any industry, and of all industrial states.” And this deadly Malthusian policy was promoted once again in an interview by Prince Charles with BBC yesterday, Zepp-LaRouche warned. In the course of her briefing to the European organization yesterday, Helga Zepp-LaRouche called for the creation of a trans-national task force for scientific truth, tasked with deploying the “united front” of forces that were assembled in embryo at the Saturday “There Is No Climate Emergency” Schiller Institute conference. The first sobering scientific truth is that there is no reason for the 300 million-plus people on the planet now in danger of starvation to go hungry. There is no reason for anyone on the planet not to have electricity, now, with the technologies available. There is no reason that anyone has to walk three hours or more to retrieve sometimes-contaminated water, when fresh water can be made readily available. That truth was established by the conference speakers—farm leaders, scientists, retired military officers, nuclear engineers, and Schiller Institute representatives.“We have to only solve one problem, and that is to make sure that this very powerful message gets out in a much stronger way than we have been doing so far,” Zepp-Larouche said. I think the worst thing we could do is to sit on our hands and be happy that this event took place, and not make sure that we do the utmost to really get it to all scientific organizations, to all people concerned with nuclear, with blackouts, with energy in general, related issues. So I really want to put this out as a task, that we make a list, many lists of all organizations that should know about that, and start building up our outreach in a much more systematic way, than we have been doing… And the argument that we don’t have the manpower, I think, is not a good argument. Because if that is the argument prevailing, then our efforts will be noble and good, but not sufficient. And I think we really have to start making this outreach question a really central idea, because otherwise we would not have the impact which we could have. “So given the fact that this will be a major issue probably escalating between now and the COP-26 (Glasgow) conference, I think we have to have the aim to derail this story, that there is a consensus among the scientists about the causes of climate change….. So, maybe we can think about a supra- or trans-national task force where we start to really work together to make sure our impact on the scientific organizations, and I mean that in the generic form, that that becomes much, much bigger….” There are notable statements on the theme of the true human identity of all mankind being located in our capacity for fundamental scientific and technological breakthroughs, which you will find reported in the items reported below. Those statements, interestingly, are from thinkers and patriots from Russia, Bolivia, Costa Rica, Uzbekistan, Argentina—but generally not from the United States, France, Germany, or the trans-Atlantic world. With the exception of the forces associated in one way or the other with Lyndon LaRouche, Helga Zepp-LaRouche, or the initiatives of the Schiller Institute and affiliate organizations, almost all policy pronouncements presently being made, deny an essential premise—that the problems facing, not only humanity, but life and non-life as well, are susceptible to resolution through the power of creative reason. The fact is, that LaRouche and his associates are not only familiar with the terms of such a dialogue, but hold the key to a creative restatement, including through the conducting of public “Socratic” dialogues in the streets, of the principle of the power of Ideas, that is at the core of the Platonic method, This was embodied in 2005’s “The Principle of Power” collaboration among LaRouche and scores of his youth colleagues, as directed by the LaRouche Science team, “The Basement.”That earlier scientific dialogue in Europe, from 1439 until 1517/25, resulting in new discoveries and inventions, and the machine tool designs for their multiple and even mass replication, created the most rapid expansion of potential population growth in history, and greatest real wealth. Yes, the pandemic spread of the coronavirus and its multiple variants, along with the possibility of new fungal and other mutations, demonstrates the accuracy of LaRouche’s 1973-74 warning about “a biological holocaust on the horizon,” were his policies not adopted. The power of a species, or of an individual, to produce the material and cultural conditions necessary for the existence of that species.” It is the conveying of that underlying idea of the Good, in the course of happily wrecking such ideological evils the scientific climate-consensus lie, and proposing a policy of peace through development for Afghanistan, which is the self-chosen task of the proposed trans-national task force for the advancement of scientific truth.

Feb. 16—In her weekly webcast today, Helga Zepp-LaRouche stated that the world took a small step back from the brink, as the British-proclaimed deadline for a supposed Russian invasion of Ukraine came and went today without incident. Rather, diplomacy seems to be gathering a bit of a toe-hold, with the back-to-back visits to Moscow and Kiev of French President Emmanuel Macron and German Chancellor Olaf Scholz, along with a growing chorus of American voices demanding strategic sanity from the U.S. government.“This is an important step,” Zepp-LaRouche commented, “but obviously a lot more has to happen.” She noted that an environment is being created “to force a discussion about Putin’s demands to the U.S. and NATO to have security guarantees that NATO will not expand further to the east, and that no offensive weapon systems would be installed along the Russian border.” “I hope that diplomacy can play a bigger role again,” Zepp-LaRouche continued, including the idea that has been circulating that a new “Helsinki 2” agreement among the super-powers should be organized. “But I think even Helsinki 2 is not enough, because we need a new international security architecture which takes into account the security interest of every single country.” What is needed is “a global new security architecture that would mean the end of geopolitics. That is the necessary step mankind has to take if you want to get out of this dilemma of potential world war for good.” Simply appealing for peace is useful, she continued, but “it falls completely short, because it does not address where the war danger comes from. Sure, the war danger comes from the military-industrial complex, who need their wars to keep their machine going. But you cannot separate the interests of the military-industrial complex from Wall Street, the City of London, Silicon Valley, etc. The fact is that the neo-liberal financial system is blowing out and the war danger comes from that, because there are some people in these circles who would rather risk World War III than allow that a multipolar world develop. Especially now with China and Russia being in a new strategic partnership, which is a completely new element in the situation. The war danger comes from the fact that these neoliberal circles are experiencing their Waterloo.” Zepp-LaRouche concluded: “This is the powder keg on which we are sitting…. Helga Zepp-Larouche gave this important strategic briefing on December 29th, 2020, in a discussion with associates. The world urgently needs the intervention of our organization, because it’s very clear that while the receptiveness for our ideas exists, we are absolutely needed as the binding force to put together the different elements which are already all driving in the direction of centrifugal division on the one side, but confrontation on the other. So, what we have to do, and we should not relax and say we are in a seasonal period, and [will pick up things] after the New Year period is over, because we are right now in the most important period, where still something can be done. And I would say, especially in the period between now and January 6 is a period where certain policies have to be put on the agenda.And I would like the entire international organization to really focus on that as a package: What Trump still could do—I mean, first of all on Jan. 6, there will be a meeting in the Congress certifying the result of the Electoral College or not. In the United States, we are mobilizing on the one side to get state legislators to take seriously the fact that the most enormous vote fraud ever in the history of the United States has taken place, to not certify the result, but to reopen the investigation into the vote fraud. That is obviously extremely important, because if the United States is being de facto being turned into a banana republic, where the principles of the republic are eliminated, then this has strategic implications for the whole world. Obviously, that is a question which only people from the U.S. can do, but there are a lot of things which are international issues, which should be also worked on and mobilized around. One thing, given the fact that the anti-China, anti-Russia campaigns in the United States are escalating in a very dangerous way, and all the signs are that if Biden comes in with the present policies and teams which are visible, you can expect a very dramatic escalation in the direction of war with these two countries. So therefore, what Trump could do, and that is not just a question of the internal situation in the United States, but of strategic importance concerning everybody, Trump could turn the tables: He could absolutely not go by the profile which was designed for him by British intelligence, since 2015, but especially then, with Russiagate and especially the design of the policy to blame China for the COVID pandemic: He could immediately turn the tables and respond to Putin’s proposal to conduct a P5 summit on the basis of the different emergencies, the need to cooperate together on fighting the pandemic, to fight the world famine of “biblical dimensions,” but to also permanently get at the roots of the apparatus which was behind Russiagate by pardoning Assange and Snowden, by appointing a special prosecutor, and that way, if he would go with this package as a totality, he could do a lot! He could turn the tables even at this very late moment in history. So therefore, we should make that an issue in the organizing everywhere, not just in the United States, but in Europe, and everybody else we’re talking to. Because how the different players of this strategic situation behave and what they regard as options, is absolutely not a matter of internal U.S. politics, and from that standpoint, one of the most important developments in the last period was, for sure, what we did yesterday with the event in commemoration of the Alexandrov Ensemble, where we had for the fourth time, an annual at the Teardrop Memorial [in Bayonne, New Jersey overlooking New York harbor], where, despite the COVID restriction and therefore a limited number of people could be there, took place. We had the Deputy Permanent Representative to the United Nations, Dmitry Chumakov; Capt. Donald Haiber of the Bayonne, N.J. Fire Department and naturally we had Diane Sare and John Sigerson speaking on behalf of the Schiller Institute, and this was an extremely important event. Now, especially if you listen to what Mr. Chumakov said, who after all, is the number two in rank in the Russian United Nations mission, and therefore continuing in the tradition which was set especially throughout this year by Mr. Dmitry Polyanskiy before, by stressing—he said: “Ladies and Gentlemen: Today is the fourth time we get together to honor the memory of the victims of a plane crash that took place in the skies over Sochi on 25 December 2016. Back then we lost almost all members of Alexandrov Ensemble….” And then he said, "I would like to express our deep appreciation to the Schiller Institute and the Fire Department of Bayonne. Annual meetings like this one have become our good tradition, which makes them all the more significant. We commend the efforts of American community to preserve the memory of those outstanding Russian musicians and luminaries in the United States. Now, therefore, our pushing the summit, despite the unlikelihood of it in the eyes of many is not going to be happening, it is all the more important that we do that, because if you want to have a way out of the present dilemma, then, here it is. The Russian Deputy Defense Minister Alexander Fomin, in an interview Dec. 28 with Rossiiskaya Gazeta basically warned of the “Western increased military multiplexing near the Russian border, which may have far-reaching consequences.” And he said, “In 2020, the activity of the air and naval forces [of NATO] has increased significantly, and situations that can lead to serious incidents are increasingly emerging,” Fomin said, “These actions were openly provocative. The incidents were avoided only thanks to the high level of professional training of Russian pilots and sailors.” [https://www.rt.com/russia/510901-nato-activity-borders-moscow-defense/] Now, here you have it, and that’s what I said several months ago repeatedly, that if world peace depends on the flight techniques of a pilot, it gives you a sense in what grave danger we are. The other major confrontation with China, it’s already clear that Biden is making that, holding China accountable an absolute priority of his foreign policy. He met with Kamala Harris and the national security review team, and gave the press afterwards a prepared statement, and walking out before any questions could be asked. He basically said that the priorities of his administration will be 1) Climate change; 2) COVID; and 3) the daunting threat of China. And he said, “we will hold China’s government accountable for its abuses on trade, technology, human rights, and other fronts, and we will build coalitions of like-minded partners and allies” to basically face the strategic challenge from both Russia and China. So this is a continuation of this—as a matter of fact, you can be sure it will be an escalation, and therefore it is extremely important that we push the idea of a new paradigm, the absolute need to have a meeting on the level of the summits of presidents, and that we counter this in the strongest possible way. There has been an interview with Chas Freeman with Global Times [https://www.globaltimes.cn/page/202012/1211082.shtml]. You know Chas Freeman who spoke at our Schiller Conference in Berlin in 2016 and who was the translator for Nixon when Nixon went to China in 1972. And he has been ambassador to Saudi Arabia, and other countries. He is asked by Global Times, that “Foreign Minister Wang Yi recently said on several occasions that China’s door for dialogue is open any time,” and what is your response and what do you think the U.S. will do? And he basically said that: Yes, the two countries must talk seriously, the challenges, what might be done about it in parallel or together. And then as he is asked that “Former vice foreign minister of China Fu Ying in a column for the New York Times proposes China and the U.S. develop a relationship of cooperative competition.” And he said, this is exactly his view that the two countries must deal with each other pragmatically [and] he thinks this idea of Fu Ying is important. [https://www.nytimes.com/2020/11/24/opinion/china-us-biden.html] And Fu Ying, if you remember, not only praised the World Land-Bridge publicly at conferences, but also at the Munich Security Conference gave several very reasonable speeches. So she is definitely a voice of dialogue and trying to find a way of solving things in China. I think this strategic situation is what we should really focus on, and the time between now and no matter what happens on Jan. 20th, it could very well be that the tables can still be turned—we will see—but obviously the forces trying to scratch such a possibility are quite in an uproar and they’re escalating by the day, anti-China, anti-Russia, trying to creating havoc, and for sure, box Trump in by having some of the pro-Trump forces being the most vicious anti-China elements, completely trying to box Trump in. So our mobilization internationally is of the utmost importance. Now, the situation overall is that the push by the Davos crowd and Soros and the Great Reset which they have planned now for a virtual conference for Jan. 25-29, this is a complete disaster, and we should absolutely escalate our mobilization against that. We will feature what would be the Great Reset, which we have done in several articles already, but we will escalate that, because the whole thing is based on a fraud, on fraudulent science, on a wrong premise of why climate change is taking place, that it’s manmade, and it is a swindle. And even the fact that there seems to be a very far-reaching agreement, especially with Biden potentially coming in, and Ursula von der Leyen, that doesn’t mean that their view of the “science” of the whole thing has anything to do with reality. So we should absolutely escalate that campaign as well. Because, don’t kid yourself: We are still heading for a major collapse of the economy which will only be worsened with the Green agenda: Look at Commerzbank, they may cut 10,000 jobs in the next period. Rather than rebuilding the health system, it now turns out two-thirds of the German clinics are now threatened with insolvency, they’re planning to close down many of the small hospitals; they’re not rebuilding the health system is the way it would be necessary, and I think the fact that Dr. Tedros from the World Health Organization said that he is completely shocked about the behavior of governments in this respect, because it is very clear that COVID will not be the last pandemic, that the reaction of the governments is “dangerously short-sighted” with their cycle of throwing cash at outbreaks, but doing nothing to prepare for the next one. That “we throw money at the outbreak and when it’s over, we forget about it, and nothing is done to prevent the next one. This is dangerously short-sighted and frankly difficult to understand.” And then he calls for a permanent building of a modern health system worldwide, because unless that is accomplished, there is no safety, and the next pandemics will, for sure, come. While one should note that the present pandemic is clearly out of control in many places; in Europe, in several countries, they don’t get the infection rates down, there is talk about a lockdown into April in Germany; and in the United States is very clearly out of control in southern California, in central California, but also several other states. So this policy is clearly—the elites absolutely refuse to take the lessons from Asia, and instead, they keep doing their privatization of the health sector. Now, to the extent that China has managed to not only contain the pandemic, but also as a result get the economy back into shape, while the West is still looking for the worst to come—these are the words of Dr. Fauci, for example,—the anti-China campaign is escalating to the degree that China is coping with COVID and getting its economy going, and they are just trying to escalate against China’s rise, instead of learning the lessons of why this happened. Now I find this quite interesting that in the last meeting in the UN Security Council, where the German Ambassador Christoph Heusgen—a notorious warhawk and Atlanticist—asked Beijing for the release of two Canadians who are in jails. He said, “Christmas is the right moment for such a gesture.” And then the Chinese Ambassador Geng Shuang said, “Now, I wish to say out of the bottom of my heart: Good riddance, Ambassador Heusgen.” That shows you a certain healthy self-consciousness on the part of the Chinese before these provocations. With the Ukraine crisis careening rapidly towards a strategic showdown, President Joe Biden called President Vladimir Putin on Tuesday to propose that the two leaders hold “a summit meeting in a third country in the coming months to discuss the full range of issues facing the United States and Russia,” according to a White House read-out. The intent would be for “the United States and Russia to pursue a strategic stability dialogue on a range of arms control and emerging security issues.”Even as Biden was speaking with Putin, his emissary, Secretary of State Tony Blinken, was in Brussels egging on Ukraine into a flight-forward demand to join NATO immediately, which all sides know is a tripwire for Russia. At the same time, the U.S. has deployed two warships into the Black Sea, which Russian Deputy Foreign Minister Sergei Ryabkov described as a provocation “designed to test Russia’s nerves.” He warned that U.S. military support for Kiev is turning Ukraine into a “powder keg,” and that “if there is any aggravation, we of course will do everything to ensure our security and the safety of our citizens.” What more is behind the Biden-Putin phone call is unclear at this writing. But two things are clear: 1) that the Ukraine flashpoint and the broader war danger are driven by the systemic collapse of the entire trans-Atlantic financial system, which has also unleashed a pandemic, famine, and mass unemployment across the planet; and 2) that no solution for any single crisis will work, unless the entire civilizational collapse is addressed and reversed. “I think it is dawning on more and more relevant people that we are looking at a potential complete and utter failure of civilization,” Schiller Institute founder and President Helga Zepp-LaRouche stated today. “You cannot respond to any one crisis, or collapse, or danger, as an individual phenomenon; you have to really address the entire picture as one. He said that the crisis is ‘putting multilateralism to the test, and so far, we have failed.’ He added that a complete paradigm shift was needed.” Zepp-LaRouche went on to draw a moral line in the sand: “You have these absolutely incredible pictures of children dying right before the world’s eyes in Yemen and elsewhere, but that doesn’t stop the richest people in the world from having made a $5 trillion increase in their wealth in the last year. How can a Bezos or a Gates or all of these other creeps like Soros, how can they live with themselves, when they know that their mass of wealth is built on the corpses of so many millions of people? I think we should say it that way,” she insisted. She urged LaRouche movement organizers to not be diplomatic, but to get under people’s skin. “I think anybody who sees the combination of the war danger escalating, the famine killing millions of people in several countries, COVID raging—they must react. Since the time of the February release of the EIR Special Report, “The Great Leap Backward: LaRouche Exposes the Green New Deal,” to spur action to defeat the Malthusian policy of genocide called variously the Green (New) Deal, the Great Reset, and Stakeholder Capitalism, there are now certain important initiatives of opposition. In the U.S. on March 8, Missouri plus 11 other states filed suit in federal court, to block President Biden’s Executive Orders mandating sweeping green “reset” policies—opposing both their harmful content, and their mode of enforcement by unlawful executive decree. The lawsuit’s arguments are straightforward.First, the lawsuit charges that the green policies will cause deep damage to the states involved and nationwide, by cutting manufacturing, suppressing agriculture, decreasing energy supply and reliability, impoverishing people and other destructive impacts, now and for decades to come. Secondly, the suit charges that the White House does not have the authority to declare policy in these areas; only Congress has the power and responsibility. Schiller Institute President Helga Zepp-LaRouche today observed the importance of this initiative internationally. “This is a major break,” to be used against the green onslaught. Initiatives for the public good, in particular, should be made in Europe, ground zero for the abominable EU Green Deal, and for parallel programs in Britain, host to the next UN Climate Summit in November in Glasgow. The lawsuit charges that Biden’s Executive Order 13990, titled, “Protecting Public Health and the Environment and Restoring Science To Tackle the Climate Crisis,” wrongfully issues binding numbers for the “social cost” of greenhouse gases to be then used in federal regulations as an excuse to reduce essential economic activity. One section of the lawsuit states what is at stake, domestically and worldwide: “If the Executive Order stands, it will inflict hundreds of billions or trillions of dollars of damage to the U.S. economy for decades to come. It will destroy jobs, stifle energy production, strangle America’s energy independence, suppress agriculture, deter innovation, and impoverish working families….” Moreover, the suit charges that “U.S. agricultural and energy production—which these actions [the Biden orders] would stifle—have global benefits … which enrich the entire world, and yet the Biden Administration gave them little or no weight in its calculation of the ‘social cost’ of carbon dioxide, methane, and nitrogen oxide.” The leader of the legal initiative is Missouri Attorney General Eric Schmitt, a likely Republican Party candidate for U.S. Senate, and the other states likewise have Republican Party governments, but this is not a party question, nor a mere “issue.” The co-plaintiffs are core states of the Farmbelt—Kansas, Nebraska, Oklahoma, Arkansas, Montana, Ohio, and Indiana, along with Missouri, plus Arizona, South Carolina, Tennessee, and Utah. The defendants include not only President Biden, but 10 federal departments, especially Agriculture, Energy, Transportation, Interior, and similar agencies. Another action forcefully opposing the global green “great leap backward” comes from Russia. On March 2, President Vladimir Putin held a major national meeting on the significance of coal. With all the relevant ministerial leaders present, and leaders from mining, transportation, industry, and others, Putin reviewed the economic geography and goals involved. Russia produces about 400 million tons a year, from five major regions, where some 11 million people live. He stated that half of the output is exported, and very important to the Asian Pacific region. He called for increasing coal shipments eastward from the Kuznetsk Basin by 30% between now and 2024. Putin commented pointedly about the recent energy failure in the United States, in apt remarks about how “adjustments” in energy policies should be made when needed, as they are being made in Russia. He said, “As for the long-term prospects of the global coal market beyond the current decade, I know that there are different forecasts in this regard. It is no secret that some of them suggest a significant contraction…. We also know what is happening with this. Texas froze because of the cold weather. And the windmills had to be thawed in ways that are far from environmentally friendly. Maybe this will also cause adjustments.” Meantime, the backdrop to these positive moves to defend and expand essential economic activity, is the fact that the monetarist financial system itself is crumbling and in urgent need for Glass-Steagall type financial reorganization. An indicative event in Germany is the recent failure of the Greensill Bank in Bremen. Some 50 municipal depositors, e.g., in Giessen, are in the lurch for funds they need for city infrastructure and operations. Zepp-LaRouche stressed today that in this context of imminent financial crash and the green onslaught of self-destruction of national economies, the continued pursuit of geopolitics will inevitably lead to war. Feb. 25—Natalia Vitrenko, chairwoman of the Progressive Socialist Party of Ukraine (PSPU), and Alessia Ruggeri, of the Comitato per la Repubblica in Italy and also a member of the Committee of Coincidence of Opposites of the Schiller Institute, were on a exclusive TV program broadcast live on the evening of Feb. 23, together with journalists, host Luca La Bella and Gianmarco Landi, and Russian journalist Iryina Mikhaylova, who lives in Italy and volunteered to translate for Vitrenko, whom she knows and admires.In the first 10 minutes of the hour-long interview there were technical difficulties to get Vitrenko connected to the program, and during this time Alessia Ruggeri briefed the audience about her endorsement of Operation Ibn Sina and the fight by Helga Zepp-LaRouche, Schiller Institute President, to not only to prevent a war with Russia, but also to prevent mass starvation in Afghanistan. Natalia Vitrenko then joined the discussion, by means of simply having her cell phone image presented to the camera, and she was able to answer many questions from all three participants. The exchange started with a question on the situation in Ukraine, since Putin’s announcement that Russia recognized the two Donbas republics. She emphasized that the Ukrainian people want peace, but the followers of Stepan Bandera (neo-Nazi militias) in the country are being supplied with weapons from America and Britain, and that makes a war possible. During the broadcast, she insisted that it is the Americans and the British who are pushing for war, not the Ukrainian people, who are against war. To a question from Alessia Ruggeri on President Zelenskyy’s request to join NATO and the EU, Vitrenko replied, “the people in Ukraine do not want to join NATO. There was a referendum in 1991 against joining any military bloc. It is Zelenskyy who wants to join NATO because he does not defend the interests of Ukraine, but that of the United States and the U.K.” Host Luca Di Bella asked Vitrenko about her situation, since she had been attacked at a political rally in the past, and she confirmed that she feels threatened by the Ukrainian neo-Nazis and called for an urgent de-Nazification of the country. There was a question also on the role of Soros in the Euromaidan, and in the present politics there. Vitrenko confirmed that many Soros people are in the government and the Euromaidan coup was also sponsored by his foundation. Alessia Ruggeri asked her about Putin’s statement during his Feb. 21 speech about the Odessa massacre in 2014, for which, he said, those responsible should be punished. Vitrenko replied there must be a Nuremberg Tribunal against such crimes against humanity. An audience of 1,300 people were watching the interview on YouTube, and many of them thanked Natalia Vitrenko for her courage and firsthand report on the situation. Also the hosts thanked her, and concluded that they “pray that Natalia Vitrenko may become President of Ukraine” and that Ukraine may have peace.

This is translated for publication in EIR from Helga Zepp-LaRouche’s lead article in the January 27, 2022 issue of Neue Solidarität Jan. 23 (EIRNS)—After the hectic diplomacy of this week—Annalena Baerbock in Kiev and Moscow, Antony Blinken in Kiev, then in Berlin to meet with the foreign ministers of the United States, France, Great Britain and Germany, Blinken’s meeting with Chancellor Olaf Scholz and finally the meeting of foreign ministers Sergey Lavrov and Blinken in Geneva—the danger of a world war which could annihilate mankind has not been averted. After the last meeting, Lavrov stated that he expected to receive a written answer from the U.S. and NATO next week concerning the legally binding treaties demanded by Russia, which provide that NATO will not expand further east to Russia’s borders, that Ukraine will not be admitted to NATO, and that no offensive weapons systems will be placed on the Russian border. Blinken referred to further talks with “allies and partners in the coming days,” after which Western concerns and ideas could then be shared with Russia.However, if the U.S. position remains what Blinken, according to RT, told journalists after his meeting with Lavrov—namely that there is no room for compromise on Moscow’s main demand, and that a non-negotiable principle of America and its allies is that the Ukrainian people have the right “to write their own future”—then the very short fuse threatens to burn very quickly. Indeed, the formulation used by Blinken is just a sophistical way of referring to Ukraine’s entry into NATO, which is part of the Anglo-American narrative on “Russia’s aggressions.” But for any honest historian, as well as for everyone who looks at a map, the facts are clear: After the dissolution of the Soviet Union, it was not Russia that moved its borders some 1,000 km westward from the border of the then-Warsaw Pact to reach somewhere in France around Lille, but it was NATO that advanced to the east by 1000 km. Thus, it clearly broke the verbal commitments given to Gorbachev by the George H.W. Bush administration, and especially by then-Secretary of State James Baker III, that NATO would not move “one inch to the east.” A closer look shows that the methods used by NATO to add 14 new member states in Eastern and Central Europe and in the Balkans were not always the most subtle. According to the Western narrative, it was the desire for freedom that pushed these countries into NATO. But the reality is different. After the shock therapy of Jeffrey Sachs and the brutal policy of privatization, with no concern for the social consequences, had drastically impoverished the populations of the former Comecon, a massive network of NGOs was set up with thick checkbooks, with the aim of effecting a paradigm change in favor of the West. In 1990, at the time prior to German reunification and during the upheavals in Eastern Europe, this author personally experienced how the first democratic attempts of self-organization by the people in the East were cold-bloodedly smothered and replaced by compliant opportunists, often enough in positions of government. “Corruption is good” became the motto in many places—then at least we know whom we can trust. So much for the principle of “letting peoples choose their own future.” The latest example just came from the—failed—attempt to carry off a color revolution in Kazakhstan, with the use of “Maidan techniques” as Vladimir Putin correctly pointed out. If Putin is now demanding—in the context of what German Gen. Harald Kujat (ret.) told DLF radio/TV was not in preparation for a military attack, but rather as a threatening backdrop (i.e., the redeployment of about 100,000 Russian troops closer to the Ukrainian border although some of them are still hundreds of kilometers away)—legally binding written assurances that NATO will neither be extended further eastward to the borders of Russia, nor will ever accept Ukraine as a member, then this is simply a way of expressing that for Russia a red line has been reached. Given the fact that there are already 10,000 NATO troops in Ukraine, including some 4,000 U.S. troops, that private mercenary outfits are training Ukrainian military units in eastern Ukraine for false-flag operations, that the U.K. is supplying offensive lethal weapons to Ukraine, that U.S. and British warships and fighter jets are provoking incidents in the Black Sea aimed at providing the reconnaissance aircraft with information about Russian military capabilities—what conclusions is Russia supposed to draw from all these and many other policies? In reality, NATO is already operating practically in Ukraine, but formal NATO membership would definitively confirm that it was no longer possible to defend Russia’s fundamental security interests. Even as the abovementioned diplomatic talks were ongoing, the British broadcaster Sky News reported that the U.K. had deployed 30 members of its “Special Operations Brigade” to Ukraine to train Ukrainian troops on anti-tank weapons that were also supplied by the British. According to the military spokesman for the Donetsk People’s Republic, more than 460 tons of various lethal weapons, including 2,000 NLAWs (anti-tank missiles), have recently been delivered by nine C17 aircraft to Ukrainian forces stationed on the line of contact with the Donbas, which include a considerable number of radical nationalists. Whether these weapons are defensive or offensive in nature depends, as always, on the specific combat situation. Shortly after Moscow presented the two treaties to the United States and NATO on Dec. 15, Putin announced that Russia would respond to their rejection with “appropriate military-technical retaliatory measures.” In a Jan. 15 article in National Interest magazine, David T. Pyne, currently working for the Task Force on National and Homeland Security (a Congressional Advisory Board), cited Brussels-based U.S. analyst Gilbert Doctorow’s interpretation of what these “military-technical retaliatory measures” might entail. Doctorow assumes that it means the additional deployment of Russian nuclear-capable SS-26 Iskander-M short-range missiles to Belarus and Kaliningrad, which would threaten NATO front-line states and eastern Germany. Moreover, the new nuclear-armed Tsirkon sea-launched hypersonic cruise missiles could be stationed off the American coast near Washington. Earlier statements from Russian officials noted that such missiles could destroy the American capital faster than the President could escape on Air Force One. Therefore, if the U.S. and NATO reject Russia’s demands for security guarantees, there is a real probability that we may have to deal very soon with a double Cuba crisis, but without a John F. Kennedy as U.S. President. Rather, we have a President Biden whom the war hawks in his entourage openly refuse to respect and who “correct” him if he says he does not seek war with Russia. It should be clear to all thinking persons that in the event of a war waged with nuclear weapons—be it “limited” or not—no one in Germany would survive. For our new Foreign Minister Baerbock, it is obviously not clear, otherwise she would not fall into NATO jargon in such a synchronized manner with “dear Tony” as she just did at the Berlin press conference. The Greens have completely morphed into a war party. And if someone begins pondering, like former Defense Minister Annegret Kramp-Karrenbauer, what nuclear options there might be against Russia, then they should seek therapy against suicidal and homicidal thoughts. Under such circumstances, Germany’s membership in NATO can no longer be defended. We immediately need a new international security architecture that takes into account the interests of all countries, explicitly including those of Russia and China. If we have learned anything from history, it is that only those treaties that include the interests of all the states involved, such as the Treaty of Westphalia, can be the basis for lasting peace. Peace treaties that do not do so, such as the Treaty of Versailles, contain the opening salvo for the next war, as we in Germany should have painfully learned. NATO, which unnecessarily excluded Russia from the European house after the dissolution of the Soviet Union and has since increasingly become an offensive alliance, not only no longer corresponds to Germany’s security interests, but has become the primary threat to Germany’s existence. We need a new security architecture that overcomes the geopolitics responsible for two world wars in the 20th century, one that defines the common goals of mankind as its fundamental principle. And this includes, first and foremost, the elimination of the primary cause of war—which is the imminent collapse of the trans-Atlantic financial system—and the creation of a new credit system, a New Bretton Woods system, that vanquishes poverty and underdevelopment everywhere in the world. All peace-loving people in the world are called upon to enter into an open dialogue on this issue.

But if Olaf Scholz is serious about the oath of office he took two days ago when he took office as Federal Chancellor, namely that he “wants to dedicate his energies to the well-being of the German people, increase their benefits and protect them from harm,” then he has to set this exit in motion immediately. Because in NATO, and especially in the U.S.A. and Great Britain, there are influential forces who, for geopolitical reasons, toy with the existence of Germany and beyond that, of all of humanity. The real reason for the global military muscle play on multiple fronts is the systemic collapse of the neoliberal system, which they are trying to cover up with a complex confetti shower of anti-Russian and anti-Chinese narratives. Some weeks ago, a media scenario was set up about the alleged preparation for a Russian military invasion in Ukraine, of the existence of which the U.S. National Intelligence Director, Avril Haines, tried to convince the NATO ambassador in Brussels, but Russia emphatically denied it. For weeks there were simultaneously a series of provocations— such as a NATO maneuver in which a nuclear attack on Russia was rehearsed and U.S. planes flew within 20 kilometers of the Russian border—as well as drone attacks in eastern Ukraine and daring “reconnaissance flights” in the Black Sea. Russia accused NATO of crossing several “red lines” in Ukraine and of failing to respond to protests about it. In the run-up to the virtual summit proposed by President Biden at the height of the tension between Biden and President Putin, Putin demanded legally binding agreements that NATO would not expand further east to the Russian border, which Biden initially rejected with the argument that one does not accept Russia’s “red lines”; while NATO Secretary General Stoltenberg emphasized that Russia has no right to develop “spheres of influence.” Amid the escalation of tensions, the second-highest ranking Republican member of the Senate Armed Services Committee, Sen. Roger Wicker of Mississippi, threatened a first strike with nuclear weapons: “Military action could mean that we stand off with our ships in the Black Sea and we rain destruction on Russian military capability.... We don’t rule out first use nuclear action.” Tulsi Gabbard, former Congresswoman from Hawaii and a lieutenant colonel in the Hawaii Army National Guard, commented on Wicker’s tirade: “Anyone who would propose or even consider what he is saying as an option, must be insane, a sociopath or a sadist.” Wicker is no exception with his proposals, which would destroy not only the American people and the whole world, but also the Ukrainians, whose democracy is supposedly being protected. The same rhetoric comes from the Democrats and Republicans in Congress, the administration and the media, the same neoconservatives and neoliberals who dragged the country into the regime change wars in Iraq, Libya and Syria. One can only agree with Tulsi Gabbard. Anyone who has followed the escalating propaganda against Russia and China, which has come from practically the entire political spectrum in the United States in recent years, will be reminded of the saying, that whom the gods would destroy, they first make mad. The Reality of Ukraine and Iran The content of the two-hour conversation between Biden and Putin is not yet public. In any case, Biden contacted four NATO partners regarding the legally binding assurance of a limitation on NATO, and announced further consultation with all NATO partners. And of course, all European governments know the true story of the Victoria Nuland-backed coup in Ukraine in February 2014, the active role of neo-Nazis from the tradition of Stepan Bandera in this coup, and the lie about the alleged annexation of Crimea by Putin, which was in reality the sovereign choice (by voting) of the people in Crimea that, in view of the neo-Nazi terror in Kiev, they would rather belong to Russia. Perhaps it is time for the European governments to admit the truth about the events in Ukraine, in which they were naturally involved with their charitable foundations, before World War III breaks out on a fake narrative of Putin’s alleged aggression. But even if the acute Ukraine crisis can be temporarily defused—Biden speaks of postponing Ukraine’s NATO membership for ten years—the acute danger of a world war remains. The second source of danger from which a war could spark and spread is the situation surrounding the nuclear program in Iran and the JCPOA [Joint Comprehensive Plan of Action —ed.] treaty, which the Trump Administration had terminated. Although CIA Director William Burns has just confirmed that the secret service is not aware of any indications that Iran is working on a nuclear weapons program, Israel also sees the civilian nuclear program—to which Iran is entitled under international law—as a threat to its lifestyle, as Israel’s Defense Secretary Benny Gantz pointed out during his visit to the Pentagon, where Secretary of Defense Austin affirmed that the United States was determined to prevent Iran from acquiring nuclear weapons. But the most dangerous situation is undoubtedly the US-China conflict over Taiwan. After the world got dangerously close to World War III as the situation in Ukraine worsened, a number of American political experts spoke out—and this is new—about the American habit of staging pretexts for the initiation of military operations. The retired diplomat Peter Van Buren referred to the explosion of the battleship USS Maine in the port of Havana in 1898 (the cause of the Spanish-American War [was] not a Spanish terrorist attack, but a boiler explosion); the incident in the Gulf of Tonkin, with which the United States entered the long-planned Vietnam War; and of course the 2003 Iraq War, in which everyone involved knew beforehand that the WMD story was a lie, as Nancy Pelosi has publicly admitted. Endless Wars Do Not Protect Human Rights With regard to China, Van Buren wrote, it “appears to be the next war now searching for a reason.” Since China refuses to invade Taiwan and thus provide a pretext for war fever in the United States, he wrote that there could be a less problematic outcome, an arms race for hypersonic weapons. “But what if the U.S. has its mind set on a real war, as in Vietnam and after 9/11, and needs a palatable reason to be found?” asks van Buren, only expressing what has long since become obvious. Can it be assumed that these and many other “false flag” incidents are known to western governments and parties? Apart from maybe a few inexperienced backbenchers — absolutely! That is why the participants who took part in President Biden’s “democracy summit,” which should more likely be called a hypocrisy summit, are about as trustworthy as the organizers of the notorious “carpet bus rides,” where plush carpets are foisted upon unsuspecting pensioners as “real Persians.” The idea that this is an alliance of the “good guys,” a community of values that campaigns for democracy, human rights and freedom, against the “bad guys,” the autocratic regimes that oppress their populations, is an advertising story with which a spoiled product is intended to be disguised with cosmetic plasters and sold. At least since the U.S. administration and its “allies” left Afghanistan in an absolutely catastrophic state after 20 years of war (withholding money that belongs to the Afghans and thus exacerbating the worst humanitarian catastrophe on the planet, where 24 million people are threatened with cold death from starvation), none of these flawless democrats should use the words “human rights” any more. We should speak of the millions of dead, injured, and refugees as a result of the endless wars built on lies. And what about Julian Assange, whose only crime was exposing war crimes? He is being murdered by legal means before the eyes of the world. The list could be much extended: The martial “pushback” policy of the EU using Frontex against refugees who are only refugees because they are the victims of the “endless wars”; the refugee camps, which Pope Francis compared to concentration camps; the consequences of the Malthusian policy of the Klaus Schwabs of this world, which sees the attempt to overcome poverty as the greatest threat to the “climate” and thus says any development must be stalled for decades through “conditionalities.” On the other hand, the success story of the “autocratic” governments does not look so bad: China has not only lifted 850 million people of its own population out of extreme poverty, but given developing countries the chance to overcome poverty and underdevelopment for the first time. The United States has almost 800,000 coronavirus deaths with a population of 330 million people, while China has fewer than 5,000 deaths with 1.4 billion people. Perhaps—the Eurocentric carpet sellers might want to think about this—human life is worth more to the “autocratic” regimes? Germans should really urgently draw the conclusion that remaining in a military alliance which, in the event of a crisis will result in their annihilation, may not be such a good idea. There is, indeed, an alternative to NATO’s policy of confrontation which has been obsolete since 1991. There is an urgent need to establish an international security architecture that takes into account the security interests of all nations.

It is not only that the war was lost; it is paradigmatic for the whole spectrum of misconceptions of the Western liberal system. It is therefore to be welcomed when President Biden announces that the withdrawal from Afghanistan marks the end of the entire era of the use of American military power with the aim of “remaking” other countries. But if this reorientation only means that we will no longer busy ourselves out in the boondocks with the “endless wars,” but instead will concentrate all forces on the “new challenges”—namely the confrontation with Russia and China—then the lesson from this shameful disaster has not been learned and we are embarking on an even worse catastrophe. But the wound is still fresh, the shock of defeat has shaken the whole Western world and the chance exists for a completely new approach.A Brown University project to ascertain the costs of U.S. wars since September 11th, for which we are about to mark the 20th anniversary, has calculated that the total costs for the military operations in Afghanistan, Iraq, Libya, Syria, Yemen, Somalia, Pakistan, etc. are $8 trillion and at least a million people have lost their lives. This breaks down to $2.3 trillion for the Afghanistan war, $2.1 trillion for the Iraq/Syria war zone, $355 billion for military operations in Libya, Somalia, etc., $1.1 trillion for Homeland Security programs, and $2.2 trillion for the upcoming care of U.S. veterans who were deployed in these wars, a large number of whom suffer from secondary physical and mental illnesses. At least 15,000 U.S. military personnel and roughly the same number of international NATO troops were killed. Around 70 million people are refugees from these wars. Hundreds of thousands of troops were deployed, an unknown number of civilians perished, and the majority of the troops were essentially occupied with protecting themselves in a hostile environment. They had just as little idea of those people and their culture at the beginning of the 20 years, as at the end of it, as was known to the public no later than with the publication of the Afghanistan Papers in 2019. The humanitarian situation in Afghanistan is appalling. World Food Program Director David Beasley, who visited Afghanistan last week in August, announced that 18 million Afghans are starving—more than half the population—and 4 million are at risk of starvation next winter without massive help. The WHO fears a medical disaster in view of the scarcely existing health system in the midst of the COVID pandemic, and only around 1 million people are vaccinated so far. Can the people of Western countries have any idea what kind of suffering the Afghan population has had to go through in the past 40 years of war, and must still endure at this point in time? In view of this almost unimaginable tragedy, it is downright absurd and deliberately misleading that in the context of the “endless wars” one still speaks of “nation-building.” What was built in Afghanistan when half the population is starving? If the U.S.A. and other NATO members had invested only 5% of their military spending in the real economic development of Afghanistan, this horrific debacle would never have occurred. Modern Health System and Agriculture So far it has not been apparent that there is any real rethinking in the United States or Europe. Because this would not mean merely that one is willing to “talk to the Taliban,” but that one is correcting the entire premise of the policies of the last 20 years. If Biden is serious about ending the entire era of the wars of intervention, then U.S. troops must finally comply with the vote of the Iraqi Parliament, which demanded their withdrawal in January 2020. Then the murderous Caesar Act sanctions of the U.S.A. against Syria must be ended immediately, which to this day contribute to holding over 90% of the population to a standard of living below the poverty line. Beyond that, especially during a pandemic, we must end the policy of sanctions against all countries; they have no UN mandate, and they only strike at the poorest sections of the population and often kill them. What the U.S.A. and the European nations have to do now, if they ever want to regain credibility with respect to “values” and “human rights,” is to offer real help to the Afghan government that is being formed, e.g. by building a modern health system. One of the things that is urgently needed now is a whole system of modern hospitals, in connection with a system for the training of doctors, medical professionals and a training program for young people who can help the population in all rural areas to familiarize themselves with the hygiene measures required in a pandemic. With the help of partnerships, such a system could be linked to medical centers in the United States and Europe, as is already in place with other countries in the developing sector. In view of the famine, in addition to the airlift that David Beasley of the WFP is setting up from Pakistan, which can bring food into Afghanistan, a comprehensive offer of agricultural support is needed urgently. If we are to stop the farmers from falling back to the cultivation of poppy plants for the production of opium out of sheer necessity, then the development of agriculture, integrated into the general economic structure, must be supported. With the agreement concluded with the Taliban in 2000, the former UN drug commissioner Pino Arlacchi demonstrated that the abolition of drug cultivation is possible and that the religious convictions of the Taliban can be met. Provided that the sovereignty of Afghanistan and the new government is absolutely respected, and it is guaranteed that such aid in building up agriculture is not mixed with a political agenda, various pilot projects based on the model of Jawaharlal Nehru’s green revolution could be started with the regions that are ready to do so. There are committed young and older farmers in the United States and Europe who would be willing to participate in such a peace mission to improve agricultural production in Afghanistan in such a way that the famine can be permanently eradicated. In view of the repeated droughts, such programs would of course have to go hand in hand with irrigation programs and general water management. An Aid Coordinator Who Is Trusted It must first and foremost be about helping the Afghan people in a gigantic emergency that they did not cause themselves, and this is only possible if a basis of trust is established with the new government, regardless of all ideological reservations. The Committee for the Coincidence of Opposites therefore proposes that the U.S. and European governments choose the person to coordinate such an aid program, who has shown in the past that such a policy can work: namely, Pino Arlacchi. It would guarantee that Afghanistan’s sovereignty would be respected and that no attempt would be made to impose Western standards, since he has already won the Taliban’s trust in the past. Such a redefinition of policy towards Afghanistan naturally also means completely turning away from thinking in geopolitical categories, rejecting the idea of politics as a zero-sum game in which the rise of China and Asia are automatically understood as the decline of the West. With his visit to Chinese Foreign Minister Wang Yi, the new head of government, Abdul Ghani Baradar, signaled that his government is counting on cooperation with China and the integration of Afghanistan into the New Silk Road. The Russian Ambassador to Afghanistan, Zamir Kabulov, has proposed an international conference for the country’s economic development to discuss which projects must have absolute priority in order to overcome the emergency. If the West has learned anything from the millennium defeat in Afghanistan, then it must cooperate impartially with Russia, China, and neighboring countries in Central Asia, Pakistan, Iran and India in building not only Afghanistan, but all of Southwest Asia. The slogan “to end the endless wars,” which got Tony Blair so excited, is not imbecilic—what is imbecilic is the policy of colonial wars of intervention he proposed. This was not only moronic, but criminal and murderous, and has destroyed the lives of millions of people or plunged them into unspeakable suffering. The architects of this policy should be held accountable. But if the cycle of violence and revenge is to be overcome, then a new policy must be on the agenda: The new name for peace is development, as Pope Paul VI once said. Afghanistan is the one place where the United States and China can begin a form of cooperation that can be a baby step toward strategic cooperation putting humanity’s common goals in the foreground. Ultimately, its realization indicates the only way that the end of mankind in a nuclear Armageddon can be prevented. In any case, German Defense Minister Annegret Kramp-Karrenbauer does not seem to have learned anything from the “severe defeat,” if all she can think of is the demand for “more military independence for the EU.” The “lack of skills” of which she speaks does not only refer to the failure of European resistance to the U.S.-driven withdrawal from Afghanistan. If the self-induced decline of the West is to end, we need an honest analysis of why the neo-colonial liberal social model has failed, and above all we need a renaissance of our humanistic and classical culture. Our attitude towards the construction in Afghanistan is the test case of whether we are able to do so.

Today the regular Friday briefing by China’s Ministry of Foreign Affairs was an extraordinarily hot occasion, in which U.S. policy, the CIA in particular, was called out for conspiracy to create the Uyghur human rights “issue” in Xinjiang with deliberate intent to contain China, and similar frauds were concocted and carried out in Iraq and Syria. Spokeswoman Hua Chunying, director of the ministry’s Department of Information, conducted the proceedings. Before the regular press briefing began, a video of Daniel Dumbrill was shown, delivering remarks at an event titled, “Genocide in Xinjiang,” shown on a Discovery Zoom Panel.Then Hua Chunying announced, “I’d like to show you one more short video,” and played a clip of Col. Lawrence Wilkerson (ret.). Below is her full statement, taken from the Ministry posting today. Note that, during the tense Q&A which followed, she expressed special appreciation for the statement released on March 23 by Schiller Institute President Helga Zepp-LaRouche and international co-signers, “Declaration of China Experts from all over the World.” HUA CHUNYING: “We’ve just watched this video clip together. I wonder what you think of it. The speaker is Lawrence Wilkerson, former chief of staff to former Secretary of State Colin Powell and retired U.S. Army Colonel. He was speaking at the Ron Paul Institute in August 2018 on the threefold purposes of the U.S. presence in Afghanistan, one of which is to contain China. He said undisguisedly that ‘the third reason we were there [in Afghanistan] is because there are 20 million Uyghurs [in Xinjiang]. The CIA would want to destabilize China and that would be the best way to do it, to foment unrest and to join with those Uighurs in pushing the Han Chinese in Beijing from internal places rather than external.’ [Note that Wilkerson and the Ron Paul Institute are outspokenly opposed to the”endless wars," and he was likely not “confessing” to bad acts, but “exposing” the bad acts of others. Hua’s words are nonetheless deadly accurate—ed.] “Doesn’t it feel like a déjà vu? In an April 2019 speech at Texas A&M University, former U.S. Secretary of State Mike Pompeo boasted, ‘we lied, we cheated, we stole. … We had entire training courses. It reminds you of the glory of the American experiment.’ This is what the U.S. has said and done. “In 2003, the U.S. launched military strikes against Iraq on the grounds that Iraq possessed weapons of mass destruction, causing hundreds of thousands of casualties and more than 1 million homeless. Years later, the U.S. admitted that the evidence of Iraq’s holding weapons of mass destruction was nothing more than a small tube of white laundry powder. “In 2018, the U.S., the U.K., France and some other countries launched air strikes on Syria, claiming that the Syrian government forces used chemical weapons against the Syrian people. The air strikes led to hundreds of thousands of casualties and displacement of innocent civilians. But the evidence of the so-called use of chemical weapons by the Syrian government turned out to be nothing more than a staged video directed by the White Helmets, a group funded by U.S. and U.K. intelligence agencies. “In 2019, during the disturbance over proposed legislative amendments in Hong Kong, the CIA worked hand in glove with National Endowment for Democracy to sponsor, instigate and even commanded anti-China, destabilizing forces in Hong Kong to launch vandalizing, looting and arson attacks, and storm the Legislative Council building in the name of fighting for democracy and freedom in an attempt to spark a ‘color revolution’ in Hong Kong . “Now, the U.S. and its several Western allies are targeting the pure and white Xinjiang cotton. They imposed sanctions on relevant Chinese individuals and entity over the false accusation of the sensational ‘crimes’ of ‘forced labor,’ ‘forced sterilization’ and even ‘genocide’ in Xinjiang. “However, as admitted by the former U.S. official in the video clip you watched, the so-called Uyghur issue in Xinjiang is just a strategic conspiracy with an attempt to disrupt China from within and contain China. In this ‘play’ staged by the U.S., some politicians and media outlets in the U.S. and its ally countries played a very disgraceful role. Some of them colluded with anti-China forces to scrupulously pursue rumor-mongering and smearing campaigns against China with unfounded pretexts. And some, out of ideological prejudice, would rather believe in lies concocted by a handful of anti-China elements than listen to the voice of the 25 million people of all ethnic groups in Xinjiang and face squarely the basic facts of development and progress in Xinjiang. They are full of righteous indignation in ‘defending’ human rights in Xinjiang by citing some so-called ‘credible’ witnesses or information. Now, after watching this video of Lawrence Wilkerson, will they believe in the words of their government official or continue to trust those clumsy actors of the play? “Facts have proved time and again that the Xinjiang issue is by no means about ethnicity, religion or human rights, but an issue of fighting separatism, terrorism and interference. The U.S. has crafted the so-called Xinjiang issue, not because it cares for the Uyghur people. Otherwise, why did it attack Muslim countries under the pretext of counter-terrorism following the September 11 attack, leading to deaths and family separations of tens of millions of Muslims? And why did they put in place the one and only ‘Muslim ban’ in the world and discriminate against and persecute Muslims and other ethnic minorities in the U.S.? Their true intention is to undermine China’s security and stability and stop China from growing stronger. “We solemnly inform the U.S. side that today’s China is neither Iraq nor Syria, still less the late Qing Dynasty downtrodden by the Eight-Power Allied Forces. China is open and above board. All malicious lies and rumors against China will fall apart before facts and truths. The 1967 book by the title, Where Do We Go From Here: Chaos or Community? was the fourth and last book written by Dr. Martin Luther King, Jr., assassinated in 1968. This weekend, the world honors his historic leadership, on the 92nd anniversary of his birth on January 15. Dr. King in his book, addressed the question: What creates grounds for hope, when we are caught in a time of crisis? His guidance comes through to us profoundly today.This theme will be taken up Monday, January 18 (1 to 4 pm ET,) in the special Schiller Institute international web conference, “A More Perfect Union through the Coincidence of Opposites: Martin Luther King and the American Presidency.” Participants include jurists from several nations, collaborating as a Commission on Truth in Elections, individuals from U.S. states, actively opposing the subversion of the elections process, and a keynote by Schiller Institute President, Helga Zepp-LaRouche. Dennis Speed, of the Schiller Institute and The LaRouche Organization, will introduce the event, “‘Injustice Anywhere Is a Threat to Justice Everywhere’—Martin Luther King and Today’s Crisis in the American Presidency.” At present, there are multiple assaults underway, aimed at plunging the U.S. population and institutions into chaos. Look at just the most obvious. First, with under three days to go before the inauguration of Joe Biden, the media are conducting fear-mongering 24-7, over the prospect of violence in Washington, D.C., state capitals, and other sites. Precautionary measures for public safety are one thing. But what is covered up, is that the Jan. 6th mob attack on the Capitol Building and Congress was a contrived, staged event, intended as rationalization for “emergency” police-state and surveillance measures in the aftermath, in the same way as Sept. 11, 2001 was used for the Patriot Act, and in the spirit of the 1933 Reichstag Fire. Secondly, there is the bandwagon to conduct an impeachment later this week in the Senate against Donald Trump, who will be a private citizen by then. This morning, Rep. Jamie Raskin (D-MD), the impeachment manager, discussed his “trial plan” on national television, which is madness on steroids. He intends to include not just the bogus impeachment article charge of “inciting to insurrection,” but to “tell the story of this President’s attack on America.” Thirdly, there is the push for racism and maximum social conflict. They all trace back to serve the interests of the political/financial dictatorship plotting for terminal control of what’s left of the world economy, via their green “Great Reset” power grab, and outright depopulation they know will ensue. Glenn Greenwald, investigative journalist, made a related point on this today, when he said on a Fox News interview, that the Big Tech censorship was “not some unilateral power grab” out of Silicon Valley. No. There are “corporate and government” networks behind this, acting through the major media—CNN, New York Times and the rest, conducting a pressure campaign to make the censorship happen. The immediate intended impact on the public of all these lines of chaos underway is Schrecklichkeit—unreasoning fear. The message is: “We are evil. We are all powerful. We are insane. We are attacking you. There is nothing you can do about it.” That is the message, not only to Americans, but before citizens all around the world. With the benefit of hindsight—which of course is always 20:20, as the saying goes—you would have been optimistic. Or at least you should have been. Because out of the 14th-century Black Death, which nearly wiped out Western civilization altogether, came the 15th-century’s Golden Renaissance and the greatest flourishing of classical culture and science yet produced by Man. Don’t you wonder how that came about? Today we are in the throes of a pandemic which is sweeping the planet and will get worse in the short term. New strains of the coronavirus have begun to mutate; most national health systems are not equal to the task of keeping up with the disease and its victims; the COVID-19 policies of nearly every government in Europe and the Americas are in shambles because of their submission to Wall Street and the City of London austerity policies; and perhaps worst of all, there is growing irrationality in large parts of the population, who reject science in favor of organized lunacy such as the “Q” fraud and related games.On top of this, as Helga Zepp-LaRouche emphasized in a discussion with colleagues yesterday, there is the aggressive drive of the British Empire to impose a Green Global Reset, which proposes to intentionally reduce the planet’s population down to perhaps 1 billion people, through a combination of decarbonization, denuclearization, and overall deindustrialization policies.
