An article under the above title was published on March 20 in the National Interest by Lyle Goldstein, but not noted by EIR at the time. Goldstein, an Associate Professor in the China Maritime Studies Institute (CMSI) at the U.S. Naval War College in Newport, Rhode Island, is fluent in both Chinese and Russian, and is a frequent critic of the imperial U.S. thinking and policies.In this case, Goldstein is sending a wake-up call to the war hawks in the United States who are acting as though the U.S. were still the only superpower and could dictate policies at will under the misconception that no country can withstand U.S. military force. Goldstein reviews the recent developments of China’s nuclear arsenal. He starts with a 2015 graphic from Naval & Merchant Ships, a Chinese journal, which shows the “impact of a Chinese intercontinental ballistic missile (ICBM) strike by twenty nuclear-armed rockets against the United States,” destroying most of the major U.S. cities. Beyond that, Goldstein notes, the missile used in the graphic was the “DF-5 first generation ICBM. In other words, the illustration is perhaps a decade or more out of date. As China has deployed first the road-mobile DF-31, then DF-31A and now JL-2 (a submarine-launched nuclear weapon), China’s nuclear strategy has moved from ‘assured retaliation’ to what one may term ‘completely assured retaliation.’” This brings to mind Tulsi Gabbard’s recent tweet: “Are we prepared to see our loved ones burn alive in a nuclear holocaust in a war with Russia over Ukraine? If not, cut out the macho saber rattling and deescalate before it’s too late.” Goldstein reports on the appearance of several articles in Chinese press calling on the government to carry out a nuclear weapon buildup to match China’s role as a major power, but others insisting that the country must retain only “small, elite and effective nuclear forces” as a deterrence. Goldstein’s conclusion is most important: “As one can see from this discussion, there is ample reason for anxiety with many new Chinese nuclear systems now coming online, as well as substantial reason for optimism. As an author who frequently rides China’s high-speed rail [高铁], I am acutely aware that astronomical sums of money spent on that system could just as easily have been spent building an enormous arsenal of nuclear weaponry. That was not done and it’s certainly good that Chinese leaders have their priorities straight. The British Empire, after losing their American colony in the Revolutionary War, and failing to take it back through the British-sponsored Civil War, are now engaged in an open, deadly conspiracy to drag the United States into a suicidal war with Russia, which they imagine will help create their new “Global Britain”—a modern version of the Empire they never relinquished. “British brains and American brawn” has served them well over this past century and a half, dragging the U.S. into two World Wars launched by John Bull, and more recently a few “lovely little wars”—colonialist wars in Southeast Asia and Southwest Asia—serving no human purpose, costing millions of lives, unimaginable misery, and leaving the world today in a state of moral and cultural disintegration.Will the American people, and their European “allies,” sleepwalk into yet another world war, this time with thermonuclear weapons? That appears to be the intention of the government in Ukraine, put in place in 2014 by the Obama Administration with significant help from Gerorge Soros and the “regime change” experts at the National Endowment for Democracy. At the time, Obama gave Vice President Joe Biden the portfolio for overseeing the regime change against the elected government of Ukraine, working together with neoconservative killer Victoria Nuland, then the Assistant Secretary of State for European Affairs, to put the overtly neo-Nazi followers of Hitler’s Ukrainian asset Stepan Bandera into power in Kiev. Now, Biden (or at least his senile current self) and Nuland are back, as President and Under Secretary of State for Political Affairs. They are pushing for Ukraine and its fascist leaders to be brought into NATO. Ukraine’s Ambassador to Germany Andriy Melnyk told the German press that Germany’s responsibility for the Nazi holocaust requires that it “must play a leading role in order for Ukraine to become a NATO member, and as quickly as possible, with no ‘ifs’ or ‘buts.’” Failure to do so will mean a new large-scale war in Europe, he implied. Consider the implication: Pay compensation for having allowed the Nazi Holocaust by placing Nazis in power in Ukraine, to provoke yet another war on Russia? Do the citizens of the Western world not recall that it was Russia that fought the vast majority of the battles with the Nazis in the Great Patriotic War, as the Soviet Union called it, and lost by far the greatest number of casualties among its citizens? Are they oblivious to the fact that Russia is watching NATO expand its nuclear-armed forces up to Russia’s borders, that the U.S. has unilaterally ended most of the arms limitation treaties, and that the NATO powers have appointed themselves superior to the UN Security Council, established to prevent another global war, by imposing sanctions without Security Council approval, and waging regime-change wars without Security Council approval? Ambassador Melnyk went further: If Ukraine is not accepted into NATO, he said, then the only option is “to arm by ourselves, and maybe think about nuclear status again.” Nazis armed with nuclear weapons. Who could allow it? As you will see below, the answer is British intelligence. Ukraine President Volodymyr Zelensky has been taking orders from MI6 Chief Richard Moore. In a two-hour meeting in London last October, described by Zelensky as being about “helping and protecting our sovereignty and territorial integrity,” Moore and Zelensky set in motion plans for more U.S. and U.K. armaments for Ukraine, open support for Kiev’s Nazi militia assults on the Donbas, shutting down the remaining opposition press in Ukraine, and even reconsideration of the 1994 Budapest Memorandum by which Ukraine gave up its nuclear weapons. Citizens of good will in the U.S., the U.K. and the EU do not have the privilege to ignore this rush to thermonuclear obliteration. Increasingly, around the world, nations and individuals are asking if the United States, the Western world generally, has the moral fitness to survive. NATO is mobilizing forces for a war with Russia, and declaring itself no longer an “Atlantic” defense institution, but a global force that will confront China militarily, as well as Russia. Of course, neither Russia nor China is in any way threatening anyone outside their borders, but then, neither was Iraq, nor Libya, nor Syria, nor Yemen. And yet, Iraq and Libya and Syria, three of the most developed and productive states in Southwest Asia, have been bombed into oblivion, and the Western forces responsible have done nothing to help in reconstruction—to the contrary, Mike Pompeo’s “Caesar Act” forbids any reconstruction of Syria, and will sanction any country which does so. The result is death and starvation, the most impoverished nation on Earth, according to the UN, although Yemen is perhaps worse, and is still suffering from a foreign war of terrorist destruction armed by the U.S., which is denying it food and fuel.As for the pandemic, both the U.S. and the EU have declared that no vaccine shall leave their borders until all of their own, including the less vulnerable younger citizens, have been vaccinated. The result of this immoral and foolish policy is that conditions in some locations, like parts of Brazil, are hard to distinguish from the Dark Ages, when the Black Death wiped out a third of the European population in the 14th century, or 30 countries in Africa, Asia and Ibero America, where 270 million people face death by starvation, according to the World Food Program. And, the spread of the virus in the South means more mutations, threatening to undermine the effectiveness of the vaccines being hoarded in the North. Within the advanced sector, the political leaders are openly turning control of the economy over to the City of London and Wall Street mega-banks, which are rapidly implementing “Green Finance”—the intentional cutting of credit to fossil fuels and to most productive industry and agriculture. Why? Because these industries and farms, they say, are a “weapon of mass destruction.” They argue, as they did with Iraq’s WMD—the lie which started the genocidal wars across Southwest Asia—that carbon, the valuable element which makes our plants grow, is actually a threat to the entire planet. This belief has reached a level of mass hysteria which, if civilization survives, will appear to future generations as a madness far worse than Chicken Little believing the sky was falling. This acceptance of a new dark age is only possible in a population which has lost its sense of compassion, of the agapē which gave rise to every great renaissance in history, in every part of the world. In China, the Confucian concept of ren ( 仁 ), equivalent to the Platonic and Christian notion of agapē, is flourishing, as a renaissance in Confucian thought over the past 40 years has achieved a miracle: eliminating abject poverty in the entire population, creating a scientific and aesthetically based nation from the near-ruin of the Cultural Revolution, and taking their miracle out to the rest of the world in the form of the New Silk Road. Not only is China not hoarding its vaccines, it is rapidly delivering them around the world, and building factories in the nations of the South to produce their own vaccines. What madness denounces this as “vaccine diplomacy”? What madness accuses China of genocide when they have lifted the entire nation, including the Uighur population in Xinjiang, out of poverty, to participate in building a more perfect union and a more perfect world? The Western world must confront its own economic decline and its cultural decay. It is not too late. Man is born as imago viva Dei. The creative spirit and the love of truth can be suppressed, but not destroyed, and once awoken, can work miracles. Now is the time.

The Soros-linked Council on American Islamic Relations (CAIR), together with the various Uyghur human rights groups of dissidents, sponsored a demonstration at the Chinese Embassy in Washington, calling the rally: “Call It Genocide.” Only about a dozen people showed up. The press release rehashed all the lies now being pumped out by the media whores and U.S. politicians of both parties, calling for the State Department to make the label “genocide” official, and for passage of the Uyghur Forced Labor Prevention Act.

The dire situation in Syria is becoming one of the critical junctures in the intensifying battle between the genocidal policies of the British Empire and a new paradigm based on peace through development. After ten years of warfare in Syria, instigated and orchestrated by the Obama Administration with the intention of bombing it into oblivion, arming terrorists to destroy its social and political structure, assassinating its head of state, and looting its raw materials—i.e., precisely what George W. Bush did in Iraq and Obama did in Libya—the nation is teetering on the brink of Hell. Ninety percent of the population has fallen into poverty (the highest rate in the world). There are mile-long queues for a loaf of bread or a gallon of gasoline, and electricity availability in Damascus is down to three hours a day. Although fighting is largely over, millions of refugees are unable to return home, due to unilateral US sanctions which prevent any reconstruction. President Trump’s expressed intention to end the illegal and evil war were fully rejected by the military leaders who supposedly took orders from the Commander-in-Chief. The only reason Syria even survives as a sovereign state is because Russia intervened, joining in a war against the terrorists and defending the sovereign government under President Bashar al-Assad.On Monday, the UN Security Council held a forum on the situation in Syria, in which the evil of the war party was on full display. Speaking for war and genocide was Biden’s Secretary of State Antony Blinken, who, as Deputy Secretary of State under Obama, advocated all out war and regime change against Assad. At the UN he had the gall to shed a tear for the “urgent needs of the Syrian people that we’ve heard described so eloquently today. It’s clear that those needs, including having enough to eat,and access to medicine, are not going to be met by the Assad regime.” Not a soul at that meeting was unaware that the US sanctions are intended to be certain that Assad is unable to feed his people. As Col. (retired) Richard Black told the Schiller Institute conference on March 21, “Sanctions do nothing but attack the innocent, the poor, the helpless! They are the most cruel and barbaric type of warfare that we can wage.” Responding to Blinken from Russia was Deputy Foreign Minister Sergei Vershinin: “The reaction of Washington and Brussels to the call of the UN Secretary General to ease and lift unilateral sanctions amid the coronavirus pandemic was, on the contrary, to tighten in an unprecedented way the restrictions adopted—bypassing the UN Security Council—including the introduction of the infamous Caesar Act in June 2020. Unfortunately, the honorable representative of the US and other Western colleagues spoke about a lot of things in today’s speeches but not the US and EU sanctions and their dramatic negative effect on ordinary Syrians.” How can a nation claiming to be concerned with human rights impose, through sanctions and war, the starvation of millions of children in Syria and Yemen? How can a nation which has killed millions of innocent Muslims in order to achieve “regime change” in Iraq, Libya, and Syria, then claim moral purity about Islam by declaring China guilty of “genocide” against the Uighurs—as both Pompeo and Blinken have done—when any one of their representativs need only travel to Xinjiang to see that it is a total lie? There has been a drastic failure of morality in the transatlantic world—failing to counter the pandemic’s course of death, failure of compassion for the victims of their wars and sanctions, failure to address the most profound human rights, those of poverty and starvation, even within their own countries. The Schiller Institute and the LaRouche Organization are creating the institutional means through which political leaders and concerned citizens can, and must, act to reverse this evil, and inspire the world to restore the dignity of man through international cooperation to restore a love of science, of beauty, of Classical culture and human progress. Henry Kissinger addressed Chatham House/Royal Institute of International Affairs on March 25. It should be recalled that on May 10, 1982, on the bicentennial of the Foreign Office, Henry told Chatham House, “In my White House incarnation then, I kept the British Foreign Office better informed and more closely engaged than I did the American State Department.” Also worth recalling: Henry proudly launched genocidal wars across Southeast Asia. But nuclear war seems to concern him. The “ultimate question,” he said, is whether or not the United States and its Western allies could develop an understanding with China about a new global order. “If we don’t get to that point and if we don’t get to an understanding with China on that point then we will be in a pre-World War I-type situation in Europe, in which there are perennial conflicts that get solved on an immediate basis, but one of them gets out of control at some point,” he said. “It is infinitely more dangerous now than it was then,” Kissinger said, in the age of nuclear weapons. “A conflict between countries possessing high technology with weapons that can target themselves and that can start the conflict by themselves without some agreement of some kind of restraint cannot end well,” Kissinger warned. “And that’s an understatement.” Beijing is not “determined to achieve a world domination,” Kissinger said, but rather “they’re trying to develop the maximum capability of which their society is able.”

The Chinese Foreign Ministry’s powerful endorsement on March 26 of the “Declaration Of China Experts from All Over the World,” drafted by Helga Zepp-LaRouche, as well as the appearance of the Chinese Consul General in New York Huang Ping at the Schiller Institute Conference on March 20, further demonstrates the absolutely critical importance of the work of this organization in preventing a degeneration into nuclear war between the world’s two largest economies. The Minstry’s Spokeswoman Hua Chunying referred to the Declaration as a “rational and just voice of visionary people in the world,” which “condemns and rejects the crazy words and deeds of the Western anti-China forces that wantonly attack, smear and even crafted rumors against China in disregard of facts.” Will Americans and Europeans again mindlessly accept wild lies about another country, which allowed the unleashing of absolute Hell in the Arab world through genocidal wars under Bush, Blair and Obama? The lies about Iraq’s “weapons of mass destruction” are mild compared to the incredible fabrications about the condition of the Uyghurs in Xinjiang, even describing as “genocide” what is in fact an economic and social miracle which has transformed the entire region from abject poverty into a thriving center for international trade and development, lifting every single resident out of poverty. Not one death has been demonstrated by the accusers, nor have any visited the region, which is open to anyone who wishes to see for themselves. Henry Kissinger—certainly not one to shy away from launching wars, as he did across Southeast Asia—nonetheless should be taken seriously when he tells his mentees at London’s Chatham House, as he did March 25: “If we don’t get an understanding with China [for a new global order], then we will be in a pre-World War I-type situation,” in which geopolitical conflicts are allowed to proliferate, until “one of them gets out of control at some point. It is infinitely more dangerous now than it was then.” China is no longer calmly waiting for the lies and illegal sanctions and threats to end. Yang Jiechi, China’s leading diplomat, read Secretary of State Antony Blinken the Riot Act at their public confrontation in Anchorage March 19, exposing the demand that China follow the “established rules of law” as the rules of a dictatorship which has blatantly broken all the actual “international laws” established after World War II, largely by Franklin Roosevelt and his associates, meant to never again allow a lawless fascist state to threaten the human race. In response to the sanctions imposed on China last week, over the imagined mistreatment of the Uighurs, China has imposed sanctions on individuals, parliamentarians and institutions in the EU, U.K., the U.S. and Canada. Meanwhile, Russia and China have reaffirmed their “Strategic Partnership,” while 140 nations have joined China’s Belt and Road Initiative—40 in Sub-Saharan Africa; 34 in Europe and Central Europe (including 18 EU countries); 25 in East Asia and the Pacific; 17 in Southwest Asia; 18 in Ibero-America and the Caribbean; and 6 in Southeast Asia. These are nations being liberated from the stranglehold of the IMF-World Bank “conditionalities” which have maintained neo-colonial control long past the end of formal colonialism, imposing “enforced backwardness” through financial dictates. The senile President Joe Biden on Mach 26 told British Prime Minister Boris Johnson that he wants to build his own “Belt and Road Initiative” to counter China—but only for “democracies!” These are facts which can no longer be ignored. The degeneration of society in the trans-Atlantic, from economic decay, the uncontrolled pandemic, cultural perversity, and a financial bubble ready to burst, is confronting its leaders with a choice—they can reform along the lines of Lyndon LaRouche’s program for international collaboration for peace through development, or they will march their deluded populations into annihilation through nuclear war. While Secretary of State Antony Blinken is in Brussels, pressuring the EU to enforce upon its member nations a total break from Russia and China, the British have openly announced that the British Empire is back in its full evil glory, to “counter growing threats from Russia and China.” U.K. Defense Secretary Ben Wallace, in the foreword to the new Defence Command Paper “Defence in a Competitive Age,” released on Monday, made no effort to hide his pride that the entire world is now subject to “Global Britain”—the newly-coined name for the British Empire. “Those of us in government charged to protect and defend,” he said, “have a duty to enter new domains.” The new geometry of the world, he said, his upper lip suitably stiff, demands no less from the Empire: “The notion of war and peace as binary states has given way to a continuum of conflict, requiring us to prepare our forces for more persistent global engagement and constant campaigning, moving seamlessly from operating to war fighting.” The armed forces, he added, “will no longer be held as a force of last resort, but become more present and active around the world…, whether in the Euro-Atlantic, the Indo-Pacific, or beyond.” And of course, all of this is needed “to counter growing threats from Russia and China.” Blinken, meanwhile, is fully onboard, assuring the Brits that “British brains and American brawn” will continue to defend the British Empire. Together with the EU’s Foreign Affairs High Representative Josep Borrell, Blinken is “re-launching” the U.S-EU China Dialogue, which was initiated by Mike Pompeo and Borrell last October but went dormant after the U.S election. Blinken also met with NATO chief Jens Stoltenberg, essentially agreeing that the May 1 date to pull NATO troops out of Afghanistan is off the table. Get ready for the next 20 years…. The Schiller Institute Conference this past weekend provided gruesome testimony of what these policies mean in the real world, with testimony by government officials from Yemen and Syria, and others, describing the genocide taking place in their nations as a result of the “endless wars” carried out by the Bush and Obama administrations, together with the U.S’s unilateral sanctions, leaving their people prey to both starvation and the COVID-19 virus. Yet Wallace had the gall to pronounce that “we must actively champion those shared values of liberty, justice and tolerance that have given billions of souls the world over the chance of a better life.” While this is indeed the goal of the “win-win” policies of the Belt and Road Initiative, the geopolitical policies of the Empire are fully committed to depopulation, via war, disease, and economic destruction through Green Finance, cutting off credit to the productive economy. Nor is the destruction being applied only to the nations of the South. The Biden Administration, the Boris Johnson Administration, and the EU dictators in Brussels are actively enforcing the Green New Deal, pumping trillions of dollars into a green bubble while cutting off financing for fossil fuels, industry, and agriculture, under cover of the fake science of anthropogenic climate change, powerfully refuted by Princeton University Professor Emeritus Will Happer at the Schiller Institute Conference. The Biden Administration, having succeeded in ramming through the $1.9 trillion subsidy bill, with only a fraction going to victims of the lockdowns, is now preparing a $3 trillion “infrastructure” bill, which, they acknowledge, will go primarily to wasteful green projects and climate research. The quadrillion-dollar-plus financial bubble is ready to burst into a hyperinflationary explosion, which a new “green bubble” will not be able to forestall. Russia and China are no longer holding back from identifying and denouncing this new form of the British Empire. Foreign Ministers Sergey Lavrov and Wang Yi, meeting in China this week, pledged to strengthen their strategic partnership, bluntly described the evil of the so-called “rules-based order” posed by the Empire to replace the international law agreed upon after World War II in the UN Charter. Lavrov: “We reject zero-sum geopolitical games and reject unilateral illegitimate sanctions that our Western colleagues resort to more and more often. We noted the destructive nature of the United States’ intentions to undermine the UN-centered international legal architecture, relying on military-political alliances of the Cold War era and creating new closed alliances in the same vein.” Wang Yi: “We should act as guarantors of justice in international affairs. China is ready to promote the international system established by the United Nations, protect the world order based on international law, and abide by universal values such as peace, development, justice, democracy, equality and freedom.” The only fora in existence today which is bringing people of good will together from across the globe, to create the force required to defeat the evil of the Empire, are the Schiller Institute and the associated LaRouche Organization. This was on clear display at the Schiller Institute Conference mentioned above. The extreme danger of electing a president whom the entire world knew was suffering from senility, possibly the early stages of dementia, has now been proven, as President Joe Biden was guided by George Stephanopoulos of CNN on Wednesday to respond positively to the question, “Do you think Putin is a killer?” The reaction from Moscow was immediate. The Russian Ambassador to the U.S. Anatoly Antonov was recalled to Moscow, indefinitely, with a statement from the Embassy that “certain reckless statements of U.S. senior officials pose a threat of utter collapse to bilateral relations.” Konstantin Kosachev, chairman of the Foreign Affairs Committee in the Federation Council, said: “Such remarks can not be tolerated under any circumstances,” and called for an immediate “explanation and apology.” He added that these “boorish remarks have killed off all expectations that the new U.S. administration will pursue a new policy towards Russia,” noting that this comes from the president of a country which “drops a bomb somewhere in the world every 12 minutes,” and has been responsible for more than 500,000 deaths in illegal wars since 2001.This pending disaster is not cut in stone. Putin himself spoke playfully, saying Biden was “looking in the mirror,” and reflected on children in the playground saying: “Whatever you say [about others] is what you are yourself.” He added the pregnant greeting: “I wish him good health.” Indeed, former President Dmitry Medvedev noted that he had had several meetings with Biden over the years:: “He gave the impression of a reasonable person then. However, it seems that time hasn’t been kind to him.” This comes as Secretary of State Antony Blinken and Secretary of Defense Lloyd Austin spent the last two days meeting their counterparts in Japan and South Korea, openly calling for joint preparation for military confrontation with China. Blinken announced 24 new sanctions on Chinese citizens over supposed human rights violations in Hong Kong, even as he was preparing for today’s meeting in Anchorage with China’s leading foreign policy officials. Blinken and National Security Advisor Jake Sullivan are holding two days of meetings with Yang Jiechi, the director of the Central Foreign Affairs Commission of the Chinese Communist Party, and Foreign Minister Wang Yi. These crucial meetings could serve as a starting point in reversing the rapid descent into military confrontation, or it could be a virtual declaration of war. It will soon go one way or the other. . There is no reason for such war-mongering diplomacy. There is no threat from China. There is no threat from Russia. The threat comes from the hyperinflationary madness which has seen trillions of dollars printed up to bail out the bankrupt banks in the trans-Atlantic, as the real economies are collapsing. The danger comes from the “Great Reset” madness of Green Finance under the dictatorship of the Central Banks and the too-big-too-fail financial institutions, whose executives are seizing power from elected governments, cutting off credit to fossil fuels, industries, and agriculture, under the fake-science argument that carbon will burn up the world. That is why we should deepen our partnerships with countries like Australia and Japan.” President Joe Biden’s Defense Secretary Gen. Lloyd Austin (ret.), who is now travelling to Japan, South Korea and India, told reporters on March 13 that while the U.S. was focused on fighting terrorism, China was modernizing its military forces. Austin claimed the “competitive edge that we’ve had has eroded. We will maintain that edge. We are going to increase that edge going forward.” Note that China’s annual defense budget for 2020 was $178 billion, compared to the U.S. budget of $721 billion. A very wise retired French General, Grégoire Diamantidis, addressed this NATO madness in a public letter to Stoltenberg released on March 11 (see below). NATO’s new posture, called “NATO 2030,” the General says, is based on presenting Russia and (increasingly) China as severe threats to the Western nations. “Two major ideas emerge from this study,” he writes. “The first is the enlistment of Europeans against China’s planetary domination, in exchange for American protection of Europe against the Russian threat. The second is the circumvention of the consensus rule [in NATO’s command], in several ways: operations in ‘coalitions of the willing’; implementation of decisions that no longer require consensus; and above all the delegation of authority to SACEUR (Supreme Allied Commander Europe, an American general officer) on the grounds of efficiency and speeding up decision-making.” He stated that the Russian “threat” was " patiently created and then maintained, so as to ‘bring to heel’ the European allies behind the United States, in the perspective of an forthcoming battle with China for world hegemony." NATO, initially a defensive alliance, he continues, is being transformed into “an offensive alliance against an enemy that does not exist for Europe.” He concludes that the new posture “would seek to justify the military tool of this alliance in the future by transforming it into a political instrument, unavoidable, for the management of vast international coalitions, for the benefit of a true planetary governance, even going so far as to override the decisions of the UN and crushing national sovereignties!” Look then at Syria, where the Biden Administration appears to have decided to keep the American military presence indefinitely, blatantly breaking international law while also stealing the nation’s oil, and now even their food. The official Syrian Arab News Agency (SANA) reported yesterday: “During the past two weeks, the U.S. occupation forces have stolen large quantities of wheat from the silos of Tal Alou through more than 112 trucks and sent them to northern Iraq.” Syria is a nation the UN has declared to be facing famine. One is reminded of the British exporting food from colonial India during the recurring famines which killed over 60 million citizens. In China, the government party’s newspaper Global Times correctly characterizes the Biden Administration’s policy regarding vaccines as extreme selfishness. “What is widely known,” today’s editorial reads, "is that the U.S. has purchased a large quantity of vaccines. Europe hopes the U.S. could share with it some AstraZeneca vaccines, but the White House has refused. What makes the public even angrier is that the U.S. has not yet authorized the AstraZeneca vaccine and it is just stockpiling them in reserve. Many European countries have approved the AstraZeneca vaccine, but do not yet have it. Despite the enormous difference in their situations, Washington has refused to offer a helping hand, so how could developing countries count on the U.S.?… “Besides its hypocrisy, Washington also smears China’s efforts to share its vaccines with developing countries and mobilizes its opinion mechanism to accuse China of engaging in deliberate ‘vaccine diplomacy.’ China’s timely vaccine program has saved many countries and groups of people who are most at risk. It was announced today that Secretary of State Antony Blinken and National Security Advisor Jake Sullivan will meet with China’s two leading foreign policy spokesman, Yang Jiechi, the director of the Central Foreign Affairs Commission of the Chinese Communist Party, and Foreign Minister Wang Yi, on March 18 in Alaska. The meeting will follow a visit to Japan and South Korea next week by Blinken and Defense Secretary Lloyd Austin.The importance of this U.S.-China meeting can not be exaggerated, although the outcome is totally unpredictable. It could be a promising step toward world peace and development, or the exact opposite, a carving in stone of the extreme racist and xenophobic hysteria against all things Chinese which dominated the last year of the Trump Administration under Mike Pompeo, and which has been fully endorsed by Blinken and Sullivan in their “Interim National Security Strategic Guidance,” released by the White House on March 3. President Biden himself expressed one of the few cogent concepts of his Presidency following his two-hour phone call with President Xi Jinping on Feb. 10, when he addressed U.S.-China relations during his speech to the Munich Security Conference on Feb. 19: “It is not about pitting East against West. It’s not about, ‘we want a conflict.’ We want a future where all nations are able to freely determine their own path without a threat of violence or coercion. We cannot and must not return to the reflexive opposition and rigid blocs of the Cold War.” The danger is that Blinken and Sullivan have pledged to “hold countries like China to account,” and “ensure that America, not China, sets the international agenda,” Such British imperial thinking, geopolitics at its worst, comes from a mindset which rejects any thought that nations have the right to “freely determine their own path without a threat of violence or coercion,” as Biden had expressed. Worse, the Commander of the U.S. Indo-Pacific Command, Adm. Philip Davidson, testifying before the Senate Armed Services Committee March 9, demonstrated the now common practice of “projection,” ascribing to China (as also to Russia) precisely the unilateral actions taken by themselves: “The Communist Party of China promotes a closed and an authoritarian system through internal oppression and external aggression,” Davidson said. “China’s pernicious approach to the region includes a whole-of-party effort to coerce, corrupt, and collapse governments, businesses, organizations and the people of the Indo-Pacific.” This comes from a military leader of a country which has militarily overthrown governments, destroyed their economies, placed puppet regimes in place, leaving their economies in ruins, across the Middle East, while imposing unilateral sanctions on dozens of countries around the world. It is certainly the case that China and Russia are building up their military capacities, and have pledged cooperation with each other if they are attacked. Is it not obvious to all, however, that they are mobilizing within their own borders, while the Anglo-American war party has military bases in 80 countries around the world, while moving NATO up to the Russian border and even into Asia? Most of the world’s nations refuse to “take sides” against China, and in fact most look to China and Russia as the only source for the required human support in this moment of existential crisis for mankind—access to the Russian and Chinese vaccines while the West has hoarded their plentiful supplies; infrastructure development through the Belt and Road Initiative while the West not only denies large-scale infrastructure to the nations of the South, but even acts to sabotage Chinese and Russian efforts to offer such development. Hundreds of America’s leading scientists, including six Nobel Prize recipients in chemistry, physics and medicine, have issued two powerful denunciations of the FBI’s criminal prosecution of hundreds of Chinese scientists in the United States, including American citizens of Chinese descent, as well as Americans who have collaborated with Chinese institutions for the advancement of human knowledge. These attacks, directed by FBI Director Christopher Wray, in collaboration with the psychotic attacks on China from President Trump’s Secretary of State Mike Pompeo, were exposed in the EIR Special Report of Nov. 22, 2019, “Stop the McCarthyite Witch-Hunt Against China and President Trump.” Now, professors from leading U.S. universities have issued two public letters defending targets of this atrocity—one from Harvard, one from MIT—spelling out clearly that the charges are false, are politically motivated, and go far beyond the persecution of these scientists and educators, but are in fact direct attacks on science itself, and on America’s leadership in international scientific research.The FBI targets in question are Professor Charles Lieber, Chairman of the Harvard chemistry department and a world leader in nanotechnology research, and Professor Gang Chen, the Chairman of the MIT mechanical engineering department, also a leader in nanotechnology. Lieber, described by the 42 signers of the March 1 letter as “one of the great scientists of his generation,” was arrested in January 2020 for infractions regarding his federal reporting of his participation in China’s “Thousand Talents” program, which aims to recruit scientists from around the world to work in China or in cooperation with Chinese scientific research centers. There were no secrets involved, only technical infractions normally simply corrected, but now criminalized, through a “tragically misguided government campaign,” which “reflects a fundamental misunderstanding of modern science,” Lieber’s defenders write. This campaign, they add, “is threatening not only the United States position as a world leader in academic research, but science itself.” While Lieber is the “most notable” scientist targeted by the FBI, they declared, “these prosecutions are rampant.” Over 170 members of the MIT faculty signed a similar letter defending Prof. Gang Chen, arrested on Jan. 14, 2021. He faces similarly false charges which could sentence him to 30 years in prison and a huge fine. “We are troubled that the complaints against Professor Chen vilifies what would be considered normal academic and research activities, including promoting MIT’s global mission,” the letter reads. It continues: “Because America’s competitiveness depends so heavily on scientific and technological talent from abroad, its national security is harmed by the message that the U.S. government will question the loyalty of foreign scientists.” On Jan. 5, 2021, over 100 individuals and institutions representing Asian-Americans wrote to incoming President Joe Biden urging him to take steps to combat what they described as “pervasive racial bias and targeting of Asian Americans and Asian immigrant scientists, researchers and students,” and stating that the FBI campaign was pressuring universities and research institutions to participate in racial, ethnic, and national origin profiling. While President Biden has made statements opposing a return to Cold War blocs and racial profiling, the fact is that his State Department and National Security Agency are continuing, and even expanding, the Pompeo/Wray targeting of all things Chinese, and similarly with Russia, as documented below. China’s annual “Two Sessions” began March 4, as Premier Li Keqiang gave the “Work Report,” the overview of China’s plans for the future—in this case, the 14th Five Year Plan which begins this year, and a perspective for 2050. Following up the historic completion of the project to eliminate abject poverty altogether from the entire nation of 1.4 billion people—accomplished through a combination of infrastructure development even in the most desolate areas of the country, building new cities with millions of new urban jobs, introducing modern agricultural techniques, providing adequate health and education facilities for all, and more—they now have launched a national “Rural Revitalization” project to raise the standard of living and the productivity of the rural communities, and to assure there is no back-sliding into poverty. R&D is to be expanded by 7%, to close the “tech gap” and break the “choke points” created by the sanctions and the overt attacks on the tech sector by the U.S. He Lifang, the head of the National Development and Reform Commission, identified the primary areas for expanded investment: quantum information, interstellar exploration, energy and food security, and industrial supply chains.In the U.S., on the other hand, Joe Biden is not to be found. The U.S. bombing of a reportedly Iran-backed militia site in Syria Thursday night, claiming it was a defensive strike to protect U.S. forces in Iraq, has been denounced by a wide assortment of political and professional sources in many countries as a severe breach of international law and of the U.S. Constitution. Congress members from both parties have decried the deadly attack for breaching both the U.S. Constitution, which requires Congressional approval for acts of war except when the nation is under direct attack, and the UN Charter.The question to be asked: Will the Biden Cabinet lead the U.S. back into “regime change wars?” President Donald Trump was unable to implement his intention to end the “endless wars” launched by Bush and Obama, as the military-industrial complex (which Trump directly accused of demanding new wars on behalf of the weapons producers) countermanded his orders to get out of Iraq and Afghanistan. Trump was successful in not allowing any new wars, but now President Biden has Antony Blinken as his Secretary of State. It was Blinken, as Obama’s Deputy National Security Advisor and Deputy Secretary of State, who led the campaign to carry out a regime change war against Syrian President Bashar Al-Assad, falsely accusing Assad of using chemical weapons against his population, a lie manufactured by British intelligence. Was the Thursday night attack in Syria a trial balloon for the war party to get back to serving as the military hitman for British colonial wars? There is at the same time an effort by world leaders to convince the Biden Administration to head off the escalating danger of war against Iran, a war which would certainly escalate the potential for a wider war with Russia and China. On the other side, the Democrats support from a majority of working people and minorities will not hold if the nation returns to perpetual war, and certainly not if the Green New Deal lays waste to the industrial and agricultural workforce. The City of London rag, The Economist, heralded this week their increasingly successful effort to impose the Royal Family’s Malthusian genocide on the American people through the Green New Deal, the “Great Reset.” Under the title “Decarbonizing America,” they promote a study by Princeton’s Center for Energy and Environment to massively increase the production of windmills and solar panels (which proved their destructive role in the disaster in Texas last week), aimed at attaining 50% of American energy usage by “renewables” by 2030. They admit that this process would eventually require the building of wind farms and solar fields covering 600,000 sq. km—more land area than Minnesota, Wisconsin and Illinois combined. It appears they believe we will not need this vast area of land for productive purposes any longer, since they will have reduced the nation’s population by at least half by that time. Chinese Foreign Minister Wang Yi gave the keynote speech Monday at the Lanting Forum on Promoting Dialogue and Cooperation and Managing Differences, focused entirely on US-China relations. Wang addressed the urgency for a reactivation of dialogue between the world’s two largest economies after the disastrous breakdown in relations under President Trump’s anti-China cabinet members Pompeo, Wray, Navarro, and others. The Global TImes coverage of the event took note that President Joe Biden did not “agree with allies at the G7 summit and Munich Security Conference on confronting China together.” This must be surprising to most Americans, since the Western press only reported that Biden had reiterated the common complaints about both China and Russia and called for the allies to work together in confronting them. However, what went unreported from Biden’s speech in the western press was the following: “It is not about pitting East against West. On Friday, Russian Foreign Minister Sergey Lavrov was asked by journalist Vladimir Solovyov, regarding the threat of new EU sanctions over the Navalny case, “Are we heading for a breach with the EU?” Lavrov replied: “We believe we would be ready for this. We are neighbors. Speaking collectively, they are our largest trade and investment partner. Many EU companies operate here; there are hundreds or even thousands of joint ventures. When a business benefits both sides, we will continue. I am sure that we have become fully self-sufficient in the defense sphere. We must also attain the same position in the economy to be able to act accordingly if we see again (we have seen this more than once) that sanctions are imposed in a sphere where they can create risks for our economy, including in the most sensitive areas such as the supply of component parts. We don’t want to be isolated from the world, but we must be prepared for this. If you want peace, prepare for war.” A parallel diabolical campaign against China, based on the lies peddled by disgraced former Secretary of State Mike Pompeo, is being carried forward by Biden’s new State Department officials under Antony Blinken. As two U.S. aircraft carrier groups exercised in the South China Sea, a nuclear submarine passed through the Taiwan Strait, and Blinken expressed his agreement with Pompeo in the absurd declaration that China is committing genocide against the Uighurs. Robert Grenier, the former head of CIA Counterterrorism during the Afghan and Iraq wars under George W. She demands that in addition to Trump being convicted in the impeachment trial, “a fuller account from a bipartisan commission is essential to repair America’s global reputation.” She adds that “the threat to democracy in America comes from within the political system itself.” Ignoring the fact that the United States is a Republic, she calls for overturning that political system, rooting out the 75 million Trump supporters, to “begin the process of understanding how to restore democracy in the U.S.” In lockstep with Vinjamuri is former CIA counterterrorism chief Grenier, interviewed on NPR on Feb. 2. He described Donald Trump as equivalent to Osama bin Laden and Saddam Hussein (against whom he had directed the counterterror campaigns in Afghanistan and Iraq). Trump, he claims, “is seen as the charismatic leader of a great many violent people. And I think that needs to be countered. So long as he is there and leading the resistance, if you will, which he shows every sign of intending to do, he is going to be an inspiration to very violent people…. Defeating him politically was the first step. Given the continuing threat he poses, convicting him in the Senate and barring him from elective office is not only a just punishment for his crimes, but also a national security imperative.” Then, he adds, “We must isolate and alienate the committed insurgents from the population. Just as Al Qaeda in Iraq depended on a much larger community of disaffected Sunnis for tacit support and recruitment, we face the prospect of there being a mass of citizens—sullen, angry and nursing their grudges—among whom the truly violent minority will be able to live undetectably, attracting new adherents to their cause.” This should deeply disturb every American—indeed, every citizen in the world. Donald Trump, whatever his failings, was committed to ending the regime change wars launched by Bush and Obama—and was the first president since Reagan who did not start a war. Rather than acknowledge how these joint military exercises have proven to raise tensions and provoke actions by North Korea, Blinken has criticized the suspension of the exercises as an appeasement of North Korea. Today the “bipartsan” U.S.-China Economic and Security Review Commission (USCC), which has always been a rabid anti-China voice from the Congress, issued its first report under President Biden, openly supporting the absurd claim made by Mike Pompeo (his final “scorched-earth” declaration before leaving office) that China is guilty of “genocide” in Xinjiang. Whereas anyone who has visited Xinjiang knows that it is now a zone of peace and rapid development, without any of the terrorist assaults nor of the abject poverty of previous decades, the spokesperson for the USCC asserted that China is “flatly denying the genocide the U.S. Department of State and many experts have accused it of carrying out against the Uygurs as well as lying about forced labour, detention and torture, and the destruction of religious sites, all of which have been well-documented.” “Well-documented” in the normal manner of the Washington Post and New York Times—i.e., no documentation whatsoever. What good is a two-party system when both parties are subservient to the military-industrial complex, and both parties follow the insane monetarist policies dictated by the City of London and Wall Street?
