Will Joe Biden's decision to send cluster munitions to Ukraine, in violation of an international treaty signed by most NATO members, be challenged at the Vilnius summit? Or will the vassal states of Europe cheer on the U.S.-U.K. drive for regime change in Russia, in hopes that the break-up of that country will provide some loot for them? It's time for Americans and Europeans to reject the neocolonial RBO and join a higher peace movement, committed to the economic development of all nations.
