The NATO war against Russia in Ukraine has brought to the surface long-simmering anger against the neo-colonial system known as the "Rules-Based Order." It is not Russian propaganda nor Chinese bribes that are driving the growth of new multilateral institutions and moves to "de-dollarization", but rejection of financial control, backed by irregular warfare and military deployments, which is propelling this dynamic process.
