DEMAND CONGRESS INVESTIGATE U.S. FUNDING OF UKRAINE BLACKLIST
Everyone should call, email, or write their Congressperson and their two Senators demanding their response to the Call for Congressional Investigations of Threats to American Citizens by U.S.-Funded Ukrainian Government Agency. It is signed by 16 notable Americans on the Ukrainian government’s Center for Countering Disinformation (CCD) blacklist of 71 “information terrorists” who should be charged as “war criminals”. The signers call on relevant Congressional Committees to investigate the use of U.S. taxpayers’ money to finance this direct threat to the free speech and physical safety of U.S. citizens. Be sure to read or re-read the call – it is self-explanatory. It was hand-delivered on Aug. 18 in hard copy, with the full list of 71 individuals targeted (which includes sitting Senator Rand Paul and former Congresswoman Tulsi Gabbard), to the Chairmen and Ranking Members of the Senate Judiciary, Foreign Affairs and Select Intelligence Committees, and on the House side, the Chairmen and Ranking Members of the House Judiciary, Foreign Relations, and Select Intelligence Committees. It was emailed to Chiefs of Staff and Legislative Directors of the roughly 175 other members of the six committees.
Even single calls can get an office to sit up and pay attention. One LaRouche organizer called the office of a Maryland Senator. The receptionist said the office would check to see if they’d gotten it. The organizer got a call back from the Chief of Staff, who had not seen it though it had been emailed to her. The Chief of Staff said it sounded like something they needed to look into. The organizer emailed it again.
What you need to do:
- EVERYONE should bombard Sen. Chuck Schumer’s office, 202-224-3121 main switchboard, demanding he cut off the funding he had arranged for the Ukrainian government office issuing threats against American citizens, including his opponent for U.S. Senator from New York, Diane Sare.
- Look up the websites for your members of Congress. Check their committee assignments. The full list of members of these committees is appended below, if it’s easier to consult. If they are on any of the six targeted committees,
- CALL through the Capitol switchboard, 202-224-3121, to reach any office in the Senate or House, or
- FILL OUT AN EMAIL BOX available on each member of Congress’s website, or
- WRITE A PERSONAL LETTER to the address listed on the website. This often carries special weight, because the office is obliged to write a response. Include a copy of the Call and the CCD target list (appended below).
- If the office says they don’t have the Call, get an email (preferably Chief of Staff or Legislative Director) and resend it. You can then copy and paste the Call and list into your email. You should include a short personal note at the top, as a constituent, underscoring the urgency of the matter and requesting an early response.
- If your Congressperson or Senators are not on any of the committees, call/write them anyway. Just know from the start you will need to send the Call and list yourself.
- You can follow the same procedures to contact district offices. Since Congress is out of session and it’s an election year, you may be able to intersect members of Congress and staff directly in the home districts going into the Labor Day period.

Call for Congressional Investigations of Threats to American Citizens by U.S.-Funded Ukrainian Government Agency.

We the undersigned American citizens, all of whom were included on the “Black List” issued on July 14 by the Ukrainian government office, the Center for Countering Disinformation (CCD) under Ukraine’s National Security and Defense Council, have been accused of promoting “Russian propaganda,” and declared to be “information terrorists” and “war criminals” by this foreign entity. The CCD is being financed by the U.S. Government, including from H.R. 7691, “The Additional Supplemental Appropriations Act of 2022,” which provides funding for the Ukrainian government and its Center for Countering Disinformation. We strongly protest these threats to our constitutional right to free speech, to academic freedom, and to the threat of physical harm coming from a nation at war with the nation we are falsely accused of representing, in our speech and our writings.
We call on your Committee to exercise your oversight of the use of taxpayer funds by investigating the funding of this foreign government agency and their role in directly threatening Americans’ rights and safety. We note that those American citizens targeted on the Black List include a sitting member of the U.S. Senate; a former member of the U.S. House of Representatives; a former member of the Virginia House and Senate; two candidates on the November ballot, one for the U.S. Senate and one for the U.S. House of Representatives; four former leading U.S. intelligence professionals; an internationally syndicated columnist in the Catholic Church; prominent academics and journalists and more. See the list, attached. We are prepared to offer our full assistance in the investigation by your Committee.
