An Emergency Resolution from the State of Texas to President Joe Biden and the United States Congress

The following resolution is being circulated at the Texas State House by The LaRouche Organization. (

On Rejecting the ‘Green Finance’ Assault on Industrial Civilization

WHEREAS humankind’s intelligent and creative utilization of carbon-based fuels has propelled civilization’s progress and population growth since the dawn of the industrial era; and

WHEREAS the stated intention of the “green” agenda, as expressed by Klaus Schwab, Prince Charles of Windsor and others at the January summit of the Davos World Economic Forum (WEF), is to constrict industrial and agricultural activities by reducing carbon dioxide emissions to “net zero,” thereby reducing the world’s population potential down to the level of the pre-industrial era; and

WHEREAS the same Davos forum (Mission Possible Partnership of the WEF) is planning “high-ambition disruption” to force net-zero standards upon carbon-intensive industries of shipping, aviation, aluminum and steel; and

WHEREAS the “30 by 30” mandate to set aside 30% of U.S. farm and ranch lands for biodiversity (U.S. Executive Order 14008, Sec. 216) will ruin countless farmers and ranchers, and shrink our food supply, while, according to David Beasley of the World Food Organization, some 265 million inhabitants of planet Earth face starvation and famine; and

WHEREAS the private financial partners of the same WEF’s green finance agenda, as echoed by E.O. 14008, would mandate "financial flows aligned with a pathway toward low greenhouse gas emissions" (E.O. 14008, Sec. 101-f), to cut off credit from farms, factories and energy producers, this while the U.S. Federal Reserve is pouring $140 billion per month at 0% into subsidizing non-productive speculation; and

WHEREAS the diversion of trillions of dollars from physical goods production into a green market of “carbon futures,” “carbons offsets,” “carbon swaps,” etc., creates a new and useless financial bubble, rewarding speculators by crushing our producers; and

WHEREAS the National Security clauses of the green agenda (E.O 14008, Sec. 103-c) would have our U.S. military enforcing a “zero-carbon” take down of industries everywhere, ensuring poverty and social chaos, as well as conflicts with the great powers that can lead to thermonuclear war; and

WHEREAS the positive mission of overcoming famine, poverty, pandemics, and global underdevelopment requires increasing, not decreasing, the density of energy throughput, with more advanced forms of concentrated clean energy such as safe nuclear fission and fusion; and

WHEREAS hundreds of accredited scientists, meteorologists and academics have debunked and refuted the so-called climate emergency and the specious “science” which demonizes man-made CO₂ as the only agent of climate change and ignores extraplanetary climate factors (solar activity, cosmic radiation, Earth’s cyclical motion in the galactic plane, etc.), with the voices of these authorities ignored and ridiculed by the proponents of “green finance” and population reduction; now, therefore, be it

RESOLVED that the STATE OF TEXAS rejects the anti-human green finance agenda as embodied in the Paris Agreement, the Davos Forum’s Malthusian “race to zero” diktats, and the November 2021 UN COP-26 Glasgow Climate Summit designed to establish a global authority to enforce the WEF’s Malthusian depopulation agenda on the world; and be it further

RESOLVED that the United States should act to foster the development of health, advanced energy and infrastructure platforms to overcome poverty, unemployment and disease, to enable the future progress and growth of people in Texas, the U.S., and the world.
