May 24, 2022—What is the future envisioned by the nations of NATO? Does the concept of future even have a meaningful existence in the White House or the City of London? Where is the source of economic growth? Where is the impassioned drive to pull the nations of the world together to ensure an adequate food supply, an end to poverty through the creation of health and other infrastructure, or a Manhattan Project-style crash program for nuclear fusion? May 16—Tens of billions of dollars are being poured into Ukraine to extend a bloody conflict that will continue to claim the lives of (primarily) Ukrainians and Russians, based on the idea that eventually a Ukrainian “victory” can be secured over Russia. But where are that money and the weapons it is used to purchase going? Perhaps we have just seen an aspect of its effects in racist murderer Payton Gendron, who killed ten people in Buffalo over the weekend. What’s the connection?
May 9—During the celebrations in Moscow for Victory Day—celebrating the triumph over Nazism—Russian President Vladimir Putin spoke of the threat NATO and Ukrainian militarism pose today to Russia’s security, and of the “timely” and “pre-emptive strike” he ordered against the “absolutely unacceptable threat” to Russia.
Apr. 26—A war is now taking place, of NATO against Russia, fought primarily on Ukrainian soil and involving primarily Ukrainian soldiers (and civilians). The London Economist, the U.S. Secretary of Defense, and the Atlantic Council are just a few of the Anglo-American institutions taking a lead in promoting not peace, but a decisive military defeat for Russia, fighting that nation’s forces even if it takes every last Ukrainian to do so.

March 10—“In light of the escalating Ukraine crisis, people around the world are urgently asking themselves and their political leaders where this will all end. Mark Carney, the former head of both the Bank of Canada and the Bank of England, and a hitman for Prince Charles and the royals, proudly described their plan for genocide in a Nov. 13, 2021, Guardian op-ed: “In April [2021], we launched the Glasgow Financial Alliance for Net Zero (GFANZ), which now covers the entire waterfront of finance: banks, insurers, pension funds, export credit agencies and asset managers. It comprises more than 450 leading financial institutions from 45 countries. Its members have committed to managing their assets, which total more than $130tn, in line with achieving 1.5C…. New loans and investments from GFANZ members will not only fund green projects such as renewable power, but will also go where the emissions are—in sectors such as autos, steel, cement—and back those companies with plans to decarbonize, while withdrawing capital from those companies that aren’t moving fast enough.” [emphasis added] This plan to destroy development internationally was rejected by Russia, China, and India, among others, knowing that their economic progress, as well as that of all developing nations, depends on fossil fuels (and more advanced forms of energy, such as nuclear fission and eventually fusion). This was the last straw for Charles and the Lords of the City of London—“Off with their heads!” This is, of course, what Lyndon H. LaRouche has warned of over the past fifty years. The financial oligarchy runs the world economy and the governments of the western world. The decisions of war and peace are made by the banking elite, while the military-industrial complex is but a subset of that imperial structure. Feb. 24—“Before we finally and irrevocably reach the point of no return in mankind’s history — the point at which a global, thermonuclear war obliterates the human species — we must act swiftly to correct the absolute disaster that the imperial policy of the EU and the United States has created in Ukraine, and in relation to Russia and China. Feb. 20—FLASH: The Elysée Palace released a statement early Feb. 21 Paris time, stating that President Joe Biden and Russian President Vladimir Putin are prepared, in principle, to meet in a summit over Ukraine. The statement indicates that this follows the initiatives of President Emmanuel Macron to promote the “security and strategic stability in Europe.” The text states, “Presidents Biden and Putin have both accepted the principle of such a summit,” contingent on there being no invasion of Ukraine by Russia. No response from Washington nor Moscow is known by EIR at the time of this Alert.The title and theme of the keynote given by Schiller Institute President Helga Zepp-LaRouche, “Long-Term Survival: A New International Security Architecture,” at the Institute’s international conference Feb. 19, provides the way to look at key events in today’s fast-breaking, dangerous situation. In Washington, Biden met in the Situation Room of the White House for a special National Security Council (NSC,), with an expanded, in-person attendance, including heads of the Departments of Defense, Treasury, and State, the CIA, the NSC, and other agencies. The two-hour session, according to the read-out, concerned dealing with alleged Russian aggression against Ukraine. Before the meeting, Secretary of State Tony Blinken went on three Sunday morning network news programs to stress Biden’s announcement Feb. 18, that “intelligence” confirms that Putin has “made the decision” to attack Ukraine, unless diplomacy prevails. Blinken repeated that he will meet in person with Russian Foreign Minister Sergey Lavrov Feb. 24, in Europe, if “Russia does not invade Ukraine” before that time. The G7 will also meet Feb. 24, hosted by Germany, current G7 chair, for the purpose of heads of state and government to discuss “the geopolitical situation related to the situation on the Russian-Ukrainian border.” This was announced Feb. 18, and also a joint G7 statement was issued Feb. 19, subtitled, “Russia’s threatening military build-up around Ukraine.” In the Donbas, escalated shelling and violence are continuing. Today, the Foreign Ministry of Belarus announced that certain of the joint exercises with Russia called “Union Resolve,” which were to have ended Feb. 20, will instead be continued, given the increased tension. Yesterday, President Putin, joined by Belarus President Lukashenko, observed a successful exercise of the nuclear-capable triad of air, submarine and ground missile launching. On the pandemic and famine front, the situation worsens. Look at the resurgence of well-known diseases, recently controlled, if not conquered. In Africa, Mali is the latest location of polio spreading; the African Union has announced plans to combat it, but resources are desperately short. In Afghanistan, measles is spreading, in addition to the impact of COVID-19. On COVID-19 itself, WHO Executive Director Dr. Tedros Adhanom Ghebreyesus warned Feb. 18, of the “dangerous narrative that the pandemic is over,” saying it is not true. “Not when 70,000 people a week are dying from a treatable and preventable disease…. Not when 83% of the population of Africa is yet to receive a single dose of vaccine. Not when health systems continue to strain and crack under the caseload. Not when we have a highly transmissible virus circulating almost unchecked, with too little surveillance to track its evolution.” Plus, conditions are ideal for the emergence of “more transmissible, more dangerous variants.” For the world food supply, there are huge shortfalls, from the combined impact of general hyperinflation, lack of infrastructure (covered up as “climate change”), cartel domination, and lack of concerted government action. There are absolute shortages in fertilizers, herbicides and fuels, among other key inputs. Beside the fact that the world 2022 wheat harvest is expected down by 10 million metric tons, the 2022 oilseed harvest will be down for the fourth year in a row. The South American Soybean Belt of Brazil, Paraguay, and Argentina projects its harvests, starting soon, will be down by millions of tons. In China, major soy-processing facilities run by the cartels—Bunge, Louis Dreyfus, Cargill etc—have just announced temporary closures for several weeks, because of hyperinflation and short soy supplies. Chinese leaders can be expected to do something about this. But millions will die, in the “market democracies” of the dying Western casino system, unless we force nation-serving measures, as Lyndon LaRouche laid out in his development-economics programs so clearly. These are the situations requiring a vision for a new architecture for “long-term security,” and the courage for short term, emergency action. Feb. 17—“Why Ukraine? Why now?” Although what had been promoted as the day of Russia’s invasion of Ukraine has come and gone, and as Russia mobilizes to move troops from its western border regions and Belarus back to their bases, the tremendous threat of military conflict has not abated. Shrill cries continue to emanate from the U.S., UK, NATO, and legacy media. And the threat cannot be resolved by actions taken within the “Ukrainian” arena itself.The strategic crisis manifesting itself in eastern Ukraine did not find its origin in that region, and cannot be understood as an event. It is the local eruption of an unresolvable tension inherent in the conflict between the physical-economic necessities of a growing and thriving humanity, and the dying unipolar Anglo-American geopolitical system, which tolerates no rivals to its hegemony. The very identity of that oligarchical system is threatened by the rise of China and the independence of Russia. It is the threat to that oligarchical identity that is driving the conflicts currently seen in Ukraine and Taiwan. It is the bankruptcy of the hyperinflating economies of the trans-Atlantic that demands more-than-endless bailouts to maintain its control. And it is the anti-human nature of that elite that expresses itself in the zero-growth fascism to be enforced through “green” mandates. But the February 4 joint agreement between Russia and China expresses in the starkest of terms that the Anglo-American zero-growth financial empire is over: “Today, the world is going through momentous changes, and humanity is entering a new era of rapid development and profound transformation…. A trend has emerged towards redistribution of power in the world; and the international community is showing a growing demand for leadership aiming at peaceful and gradual development.” The “rules-based order” of the so-called West will become the “international law-based order” of the future. The use of “democracy” and “human rights” as pretexts for interfering in other nations’ affairs is over. Security must take on a global, inclusive character. NATO has outlived any useful purpose it once had, and it is time to “jointly build international relations of a new type.” This Russia-China relationship “has no limits” and “there are no ‘forbidden’ areas of cooperation.” The threat of war, of nuclear war that could end civilization, can only be defeated by ushering in, globally, a new paradigm of international relations and of human self-identity. No longer can the bankrupt Anglo-American elites be allowed to dictate their agenda to the entire planet. Feb. 3—The days of UK-U.S.-NATO hegemony are over. Will that oligarchical reign end in the hell of thermonuclear obliteration by thousands of hydrogen bombs? The Russian Federation continues to insist that the United States and NATO commit to satisfying Russia’s need for assurances that its national security requirements will be respected. But the responses this week — delivered officially by the U.S. and NATO — fall far short of the mark. While offering room for negotiation on secondary matters, the U.S. and NATO have given no positive response on Russia’s core security demands.Russia, which is moving forward with military exercises in Belarus and the Arctic, and organizing training drills using its nuclear forces, has repeatedly made clear that failure to respond will force the use of “military or military-technical measures.” Will those measures include the forward deployment of hypersonic nuclear missiles? Placing short-range nuclear missiles in Kaliningrad? The U.S. maintains some 200 nuclear gravity bombs in Europe, through joint nuclear missions. If Russia moves to bring similar pressure to bear on the United States, how small will become the window of decision for responding to a real (or perceived) nuclear attack? You and I can’t count on U.S. politicians, British imperialists, or NATO commanders to get this right — to avoid a situation which, whether through calculation or accident, could rapidly escalate to an unsurvivable nuclear exchange that would kill hundreds of millions of human beings within an hour and devastate civilization globally, perhaps permanently. Neither can the NATO/Anglo-American maniacs attempting to force Russia and China into submission count on the acquiescence of their supposed partners and instruments. Secretary Blinken claims that NATO is unified, that there “is no light between” the views of the U.S. and other NATO countries. But he is wrong. Those intent on crushing Russia fret that a single NATO country could destroy the consensus on which its decisions must be made. Will Croatia stand firm? Will Bulgaria? Will Hungary dutifully play its suicidal role? Will Germany, after its 1941-1945 attack on the Soviet Union, truly set up another war against Russia? Will diplomats, politicians, generals, and thinkers break ranks? This is the unanswered question of the moment. As Russian diplomats are kicked out of Washington, D.C., as American diplomats reportedly plan to leave Beijing, as the media drumbeat for war intensifies and as supporters of peace are cast as traitors — as weapons fly into Ukraine, as new sanctions are mulled — as calls for censorship grow — will you stand up for the dignity of the human species, and for your own life as well? Will you overthrow the hideous Malthusian dogma that says we are too numerous, and the false culture that says we are animals? Will we be here to marvel at the shocking observations the James Webb Space Telescope will soon be transmitting back to Earth? A crisis of this magnitude — an absolute branching point in history — demands great things of us. Schmid;President of Ukraine Volodymyr Zelensky;President of the Russian Federation Vladimir Putin Dear heads of state and government, dear leaders of respected international organizations, The Central Committee of the Progressive Socialist Party of Ukraine, expressing deep concern over the socioeconomic catastrophe in Ukraine, considers it unacceptable and dangerous, for both the citizens of Ukraine and the entire world community, to use political blackmail in inciting Ukraine to war with Russia. Countries of the West, led by the USA and NATO, are inciting our country in that direction. Since 2014, to our deep regret, fratricidal warfare has been under way in Ukraine, in which more than 15,000 innocent civilians have already been killed. In violation of international law and Article 17 of the Constitution of Ukraine, the Armed Forces of our state have been dragged into this conflict. In our view, the reason for this situation in Ukraine is not only the rewriting of history, making heroes out of the Organization of Ukrainian Nationalists and Ukrainian Insurgent Army (OUN-UPA) collaborationists who abetted Hitler, but also the implementation, unacceptable for a civilized nation, of a state policy based on the ideology of Ukrainian “integral” nationalism (fascism). This is what has given rise to ethnic and religious hatred and discrimination against “non-indigenous” ethnic groups, which lawfully enough led to a split within our country. That policy has been enshrined in the laws on “lustration,” “de-communization,” indigenous peoples, and languages. The split in society and deceiving of our population have been intensified by the policy forced upon our country of seeking to join the EU and NATO. In 1991 Ukraine’s sovereignty was recognized by the world community on the basis of the norms and principles set forth in the Declaration on the State Sovereignty of Ukraine, which was twice affirmed by our people in nationwide referendums (17 March and 1 December 1991). The legal force of this Declaration still has precedence. That means that the world community not only recognized, but is obliged to defend the sovereignty of Ukraine as a neutral, non-bloc state, committed to a foreign policy of creating a union state with the former republics of the USSR. We understand that you, the leaders of countries in the West, do not like that kind of sovereignty for Ukraine and it does not benefit you in geopolitical terms. But that was the choice of our people, as against the false choice of the Ukrainian puppet regime that has been dragging the country towards joining the EU and NATO. It is quite clear that as long as our country maintained its non-bloc status, we had peace and tranquility. The policy of joining the EU and NATO, however, and the policy of Ukrainian “integral” nationalism (fascism), have led not only to a socioeconomic catastrophe and the loss of state sovereignty, but also to our people’s transformation into cannon fodder in the West’s geopolitical struggle against Russia and China. The Central Committee of the Progressive Socialist Party of Ukraine categorically opposes that policy, which is forcing the Ukrainian regime to provoke a full-scale armed conflict with the Russian Federation. We have drawn these conclusions not only from the aggressive rhetoric of your countries’ officials and the NATO leadership, and not only from the bellicose propaganda of the Ukrainian regime and all its mass media, but also from the continuous supply of lethal weapons to Ukraine, construction of (essentially foreign) military bases on our territory, and the dispatch here of one after another unit of special forces, instructors and advisers from your countries. We understand that capitalism, by its objective nature, is sinking into an ever deeper crisis and that ominous social and economic problems are increasing in your countries. We understand that in the People’s Republic of China a magnificent event will soon take place, the Winter Olympic Games, which will show to the entire world an unprecedented, never before achieved level of development of a socialist state. That is why your countries have organized a “diplomatic boycott of the Olympics,” and to discredit this great international sports festival, just like in 2008 you need a military provocation. If it’s not Georgia against Russia, then this time it’s Ukraine against Russia. It’s clear that you want a military conflict, but you want it to be done by somebody other than yourselves. You won’t be the ones with zinc coffins coming home, and it won’t be your cities and villages that lie in ruins. You’ve grown accustomed to getting somebody else to do it for you. And for this purpose you buy off and intimidate the puppet regimes in your colonies. We are categorically opposed to this being done in general. And, included, to its being done through Ukraine and at the expense of the people of Ukraine. We draw your attention to the fact that delivering weapons to Ukraine today, in the current blistering-hot conflict situation, is a violation of the UN Charter, the Minsk accord on the peaceful settlement of the conflict in the Donbass (an agreement affirmed by the UN Security Council!), and international humanitarian law — in particular, the international Arms Trade Treaty (April 2013). Beyond any question, your countries’ supplying weapons to Ukraine is harming peace and security and provoking an intensification of the armed conflict and a growth in tension. This is expressly forbidden by that Treaty. We also draw your attention to the International Code of Conduct on Arms Transfers, drafted in 2000 by laureates of the Nobel Peace Prize. In particular, Article 4 of that Code, “Compliance with international human rights standards,” and Article 8, “Commitment to promote regional peace, security and stability.” The Code calls for not supplying weapons in instances of a Nazi regime or if it may lead to “a significant number of displaced persons or refugees.” Peace and accord will be established in Ukraine not by weapons deliveries, but by implementing the Minsk agreements, recognizing that Ukrainian “integral” nationalism is a criminal ideology, and the denazification and democratization of our country. The governments of your countries and of Ukraine are obliged to realize that war and incitement to war are not the main values of world civilization. Those values are peace, life, and the mental and physical health of people. Dr. Natalia Vitrenko is a noted Ukrainian economist, who formerly served as a member of parliament and ran for president. Today could prove to be a fateful day for history as U.S. Secretary of State Tony Blinken and Russian Foreign Minister Sergei Lavrov meet to discuss the security proposals Russia formally introduced in writing, just over one month ago. Speaking to an audience in Germany on Thursday, Blinken said, “I don’t expect a breakthrough.” But a breakthrough is what is needed to pull humanity back from the brink of nuclear war.In the United States, former member of Congress and presidential candidate Tulsi Gabbard denounced the White House and Congress — on both sides of the aisle — for hiding from Americans the immense danger of ongoing provocations against Russia. Tucker Carlson interviewed a guest who warned that the “U.S. is sleepwalking towards conflict” with the other biggest nuclear power on the planet. Meanwhile, the U.S. legacy media are in overdrive mode to demonize Russia (while still keeping the pressure on China). They claim that nothing less than democracy and goodness itself are at stake, and that only an enormous display of anti-Russian might can save all that is good in the world from the Russian menace. Time is running short to avert catastrophe. The U.S. has participated in tyrannical overreach around the world — twenty years in Afghanistan, the murderous Iraq War, the murder of Qaddafi and consequent chaos in Libya, the destruction of Syria, and the 2014 coup in Ukraine that has since been used to demonize Russia. This tyranny in the name of democracy knows no shame. And that same tyrannical overreach is increasingly occurring domestically. The failed vote on ending the filibuster for a partisan voting bill was intended not so secure that bill’s passage. Its purpose is more aligned with the declaration that domestic terrorists — that is, people with unorthodox opinions — must be denied rights. It is of a piece with the spreading censorship of non-Atlanticist views on social media. Do you oppose war with Russia? You must be in Putin’s pocket. In fact, you should be prosecuted for treason. Do you oppose war with China? A CCP spy must have gotten to you. Do you support affordable energy capable of powering a growing human population at higher standards of living? You are supporting ecocide, and should be tried for your crimes. Have you revealed inconvenient truths? Ask Julian Assange how the UK and US treat practitioners of press freedom — a virtue they hypocritically claim to promote around the world. A new security architecture is needed, one that both ends attempts at unipolar hegemony, and that recognizes that peace is not merely the absence of conflict.
